Position is in the Bureau of Budget and Planning, Office of Planning and Performance which prepares the Department's budget requests, manages operational resource requirements, and ensures operational planning and performance management is synchronized with Department requirements. This position uses data science, analytics, and visualization to strengthen decision-making and reporting on diplomatic engagement activities, particularly those involving planning and performance management.
Duties
Serve as a senior expert and consultant to top Department management officials to advise on integrating data analytics programs with other programs of equivalent scope and complexity to improve State data flows and integrity.
Manages first line response to data requests received by the Office of Planning and Performance, coordinating across BP and other management bureaus to rapidly respond with effective visualized products for use by Department stakeholders.
Ensures compliance with data governance/management policies, systems integration, the extraction, transformation, and loading of data, and mastery of tools and practices to ensure data access and integrity.
Primary facilitator of accessing both internal and external data, working with Department and USAID data stewards to secure data-sharing agreements, identifying and meeting security controls for data, and documenting all data received by BP.
Researches and collects data use cases by cleaning, manipulating, and structuring data across many systems to define customer data needs and create data product pipelines for solutions.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Multiple SF 50's may be needed to prove time in grade of 52 weeks at the next lower grade.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-14 position.
Experience designing, visualizing data, and creating data dashboards in visual analytics software platforms (ie. Tableau and PowerBI.), AND
Experience translating management and budget data into information products that can serve to inform decisions of senior leaders, AND
Experience researching and collecting data use cases as well as cleaning, manipulating, and structuring data across many systems, similar to SQL, R, and/or Python.
