This position serves as a Communications and Planning Administrator (Leader Development) GS 0301-13/14 and is located in the Department of Homeland Security, Office of the Chief Human Capital Officer, Springfield, Virginia.
Duties
The primary purpose of this position is to lead the development, communication and implementation of innovative strategies, programs and initiatives that improve the quality and effectiveness of leaders at all levels in alignment with strategic Department goals.
Duties performed:
As a Communications and Planning Administrator (Leader Development) GS 0301-13/14, your typical work assignments may include:
Planning and evaluating leader development initiatives and recommending business process, strategic planning, and change management strategies to maximize and integrate effective leader development investment in alignment to strategic organizational goals related to the agency's leadership development continuum and organizational culture.
Coordinating, planning and executing leader development events including managing scheduling speakers and facilities, event logistics, technology, facilitation and customer relations.
Developing communication products and tools to increase awareness of and access to leader development programs and opportunities to stakeholder organizations and leaders at all levels.
Providing consultation and leadership within the agency's leader development community of practice in implementing and evaluating leader development strategies.
Qualifications
Specialized Experience:
GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Preparing communication products (such as facts sheets, promotional materials, and presentations) to disseminate leadership development program information to stakeholders and workforce;
Gathering data to contribute to the development of program reports for leadership review; and,
Researching policies, laws and regulations to recommend improvements to leadership development programs.
GS-14: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Developing communication strategies to improve organizational knowledge of leadership development programs;
Planning and tracking schedules and developing program reports to monitor program progress;
Interpreting policies, laws and regulations to provide guidance to others on leader development strategies; and
Collaborating with internal and external stakeholders to develop and implement leadership development strategies.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
