This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), at the Salisbury VA Medical Center (VAMC) in the Mental Health Service Line. The primary duties of the position are performing clerical and administrative support to Psychology Services.

Duties

Major Duties Provides administrative and clerical support primarily to Psychology Services within Mental Health & Behavioral Sciences (MH&BS) and also assists with support to the entire MH&BS service line. Provides various administrative support functions such as making travel arrangements, managing files and records, establishing, and maintaining standard operating procedures, monitoring the travel budget, and maintaining training records. Maintain psychology file system for patient assessments including new cases, ongoing maintenance of historic cases, and appropriate disposal of older cases. All Service documents will be treated at all times as confidential and the incumbent is aware and understands both the confidential and copy write issues involved in the psychology file system. Participates actively in the functions of the psychology service by performing administrative office automation and timekeeping functions. Receives and reviews staff inquiries regarding time schedules, overtime pay, and benefits, such as leave balances, shift differential, OWCP, and authorized absence. Serves as liaison with Human Resources Management Service and Fiscal Service in relaying information regarding leave/pay/benefits, as necessary. Receives and answers routine telephone inquiries. receives, routes, and distributes mail. Maintains and replenishes office supplies. Prepares correspondence, proficiency reports, policies and procedures, reports, minutes of meetings, and other written data using a variety of software applications, including word processing, spread sheets, and VISTA. Creates, copies, edits, calculates, revises, retrieves, stores, and prints a wide range of documents in final format. Serves as the AIS coordinator in the identification, analysis, and resolution of problems with computer hardware, software applications, and telephones. Serves as TMS coordinator by inputting data for employee training, authorized absences, etc. Work Schedule: Monday - Friday 8am - 4:30pm Telework: Ad-Hoc Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the Gs-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of Specialized experience may include: clerical support work (i.e. answer the telephone and provide requested information; filing; schedules meetings; prepares meeting minutes; generate reports; review and process correspondence, types, and produce memorandums and a wide range of documents, compose and maintain reports, SOPs, etc.); tracks, documents, and gathers and compiles records; prepares travel requests, and orders supplies. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above high school level? (Transcript Required) - This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. (Transcript Required) - To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationCritical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work is sedentary and includes activities necessary in filing and transporting light items, such as files, papers, and small equipment items.
