The Mail Clerk is a member of the Supply Chain Management Service, Boise VA Medical Center, Boise, Idaho. The primary duties of the mail clerk at the Boise VAMC are to provide internal and external mail support to staff, consultants, and patients.

Duties

Process the incoming and VA campus mail. Accept, sort and box the incoming U.S. Mail and shipments via the other carriers according to Medical Center, the Postal Service and the other carriers' guidelines, procedures, goals, and deadlines. Accept, sort and box campus mail according to Medical Center guidelines, procedures, goals and deadlines. Load, run and unload the delivery routes according to Medical Center guidelines, procedures, goals and deadlines. Reviews incoming miscellaneous materials including mail, publications, and directives to determine proper delivery point. Process outgoing mail and shipments. Sort, fold, stamp, and stuff form letters into envelopes using mail handling technology. Seal envelopes for campus mail or pre-stamped outgoing mail. Sort into a variety of specialized categories, such as first class, air, stop code, message forms, registered, certified, insured, security, priority, replay mail, etc. Process outgoing mail through the Postal Service. Accept, calculate and apply postage for domestic mail, international mail and the Special Medical Center includes registered, certified, insured, and next day delivery. Sort and tray, tube or stack the mail for dispatch to the Postal Service. Accept, process and dispatch the mail according to Medical Center and the Postal Service's guidelines, goals and deadlines. Know the basic information from the Postal manuals, directives, lists, guides, etc. and how to find information in these items. Process outgoing shipments through Federal Express. Dispatch the shipments to FedEx. Process outgoing shipments through United Parcel Service. Accept and enter into the pickup record book the UPS shipments. Dispatch the shipments to UPS. Accept, process and dispatch the mail according to Medical Center and UPS' guidelines, goals and deadlines. Know the basic information from UPS' manuals, lists, etc. and how to find information in these items. Provide customer service. Give out oversized mail and mail requiring a signature according to Medical Center procedures. Answer questions in person or over the telephone about Medical Center products and services and the products and services of the Postal Service, Federal Express and United Parcel Service. Markup the undeliverable mail. Process the undeliverable mail according to the Medical Center policies. Process the mail to be discarded. Handle hazardous materials. Implement universal precautions when identifying and routing patient feces samples sent in via ground mail. Identify and handle packages of a suspicious nature according to established guidelines and report to proper authorities. Operates mailroom equipment to include an Envelope inserter, Mailing Machine, United Parcel Service computer system, labeler and scale. Ensures that operation is in accordance with manufacturer's instructions. Observes all safety precautions. Maintains directories by name, room, telephone number, organization and forwarding address. Statistics such as mail count and cost are kept by the clerk and compiled on work measurement data forms. Recognizes problems and recommends improved methods and procedures to improve efficiency. Prepares various unrelated reports based on data collected. Maintain the mail processing area keeping it clean and organized. Perform other duties as assigned. Qualifications

To qualify for this position, applicants must meet Time-In-Grade and General Experience requirements within 30 days of the closing date of this announcement, 01/16/2024. Time-In-Grade Requirement: Applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this vacancy, employees under the GS pay system must have held a GS-2 or higher position in the last 52 weeks to be eligible for the GS-4 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. You may qualify based on your experience and/or education as described below: General Experience: You must have one year of general experience, that equipped you with the knowledge, skills, and abilities needed to successfully perform the duties of this position. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Qualifying general experience includes but is not limited to: Accept, sort and process incoming and outgoing mail; answer questions in person or over the telephone about products and services; and performing a variety of general office support tasks. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 full years above high school or equivalent degree in any field for which high school graduation or the equivalent is the normal prerequisite . This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year post high school graduation or equivalent is creditable. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Physical Requirements: The work requires long periods of standing, walking, bending, etc., or requires recurring lifting and carrying of packages , pouches, or bags weighing up to 50 pounds, and occasional lifting and carrying of heavier materials.
