Duties
Serves as Branch Chief responsible for strategic sourcing analysis, supplier relationship management, acquisition, industrial and contingency planning, and kitting oversight.
Plans work to be accomplished; assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Performs analyses to support strategic sourcing recommendations and develop strategic sourcing market baskets for long term contracts (LTCs), prime vendor, or other strategic arrangements.
Performs industrial preparedness planning; develops and executes plans for the expansion, integration, and/or utilization of industrial production facilities to meet strategic requirements or to strengthen the effectiveness of the industrial base.
Develops and executes procurement actions to accomplish complex pre and post-award contracting processes, including acquisition planning, solicitation, evaluation and analysis, negotiations, contract award, and contract management functions.
Establishes and coordinates long-term contractual support for major weapon systems and other general use commodities.

Qualifications
To qualify for a Supervisory Strategic Sourcing Branch Chief, your resume and supporting documentation must support:
A. Specialized Experience: To qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyze industry operational history, demand, products, and capabilities.
Develop strategic sourcing market baskets for long-term and prime vendor contracts.
Manage or lead a multi-functional team consisting of acquisition, technical and quality, inventory management and/or general supply specialists.
Knowledge in industrial base planning, warstopper programs, and/or identifying sources for strategic items.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
