Duties

This position is in the Deputy Under Secretary for Partnerships (DUS/P), Engagement, Liaison, and Outreach Division (ELO) Division, National Threat Evaluation and Reporting (NTER) Program Office. Part time telework available. The primary purpose of this position is to serve as a program specialist in the National Threat Evaluation and Reporting Program Office. The primary purpose of this position is to serve as a program specialist who will work on the full range of activities that the program office performs. This position requires a high level of interaction with stakeholders, periodic travel, and strong program management skills. This position requires someone willing to support homeland partners across the country within the NTER Master Trainer Network, to include supporting certification requirements, continuing education, and customer needs and requests. The position is responsible for ensuring that federal, state, local, tribal, territorial (FSLTT) and private sector partners can expeditiously access the capabilities, resources, and expertise necessary to identify, report, and share threat related information and intelligence through the Nationwide Suspicious Activity Reporting Initiative (NSI). This position will support ELO/NTER relationships with internal and external stakeholders through the development and sharing of data analysis of Suspicious Activity Reporting, engagement, training, and outreach to improve and bolster information sharing capabilities and capacity of DHS partners. This position requires strong interpersonal, writing, and briefing skills. The incumbent will serve a pivotal role in helping to develop and expand NTER key initiatives and strengthen partner engagement across all sectors across the country. Duties Include: Support development of Behavioral Threat Assessment Integration (BTAI) and NSI portfolios within the NTER Program Office. - Coordinate and communicate with information sharing counterparts, to include but not limited to, state and local law enforcement organizations, national law enforcement associations, emergency management and school safety partners. - Participate in Department-wide coordination, including the alignment and prioritization of training, operations, and other outreach resources connected to terrorism and targeted violence prevention. - Support the implementation of events and conferences to provide continuing education and learning to FSLTT partners on NTER equities. - Engage with key stakeholders to understand challenges and gaps pertaining to SAR capabilities and processes. - Support the advancement of the NSI mission, to include assisting the NSI Program Manager, as necessary, in fulfilling all roles and responsibilities outlined in DHS Instruction Number: 262-05-007. - Support FSLTT partners with integrating behavioral threat assessment and management into existing processes for terrorism and targeted violence prevention. - Assist with program management for the Master Trainer Program as applicable. - Support NTER efforts to update and improve program management strategies, to include supporting the implementation of LMS capabilities. - Assist with advertising and marketing efforts for the NSI and the Master Trainer Program to FSLTT partners.

Qualifications

Qualifications required: Knowledge of the Intelligence Community and the DHS Intelligence Enterprise. Knowledge of the principles of intelligence operations and analytical principles. Knowledge of DHS I&A homeland security mission and the role of intelligence in the relationship between I&A, the DHS Components, the IC, and F/SLTT partners. Ability to effectively comprehend and convey information with and from others in writing, reading, listening, and verbal and non-verbal action. Ability to use logic, analysis, synthesis, creativity, judgment, and systematic approaches to gather, evaluate, and use multiple sources of information to effectively inform decisions and outcomes. Applies the concepts, principles, theories, and methods of an academic/professional discipline.
