This vacancy is for a Supervisory Management and Program Analyst in the International Trade Administration (ITA), within the Department of Commerce.
This position serves as an Office Director in Enforcement & Compliance (E&C), and oversees two Business Unit/Offices that provide administrative and operational support to E&C's workforce of approximately 450 staff members.
Duties
As a Supervisory Management and Program Analyst, you will perform the following duties:
Provide technical oversight responsibilities which include analyzing, justifying; performing fiscal and workforce planning, ensuring policy effectiveness, comparing budget vs cost and making operational recommendations.
Interpret regulations and directives to develop, modify and implement processes and procedures.
Manage day-to-day program activities and staff of the Office of Operations Support. This includes oversight of human resources liaison activities, workforce analysis, continuity of operations planning, student loan repayment program, acquisitions, purchase card program, office space management and renovations, travel management, accountable property inventory and interagency agreements.
Make recommendations regarding acquisition, development, and management of workforce management optimally to fulfill the E&C functional order.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level you must meet the specialized experience requirement described below.
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience performing the following:
Providing analysis of program performance and progress of projects, making forecasts and projections, review resources and make timely decisions; and
Managing an office with multiple functions (e.g., Budgetary Management ,Space Management, Human Capital, Personal Property Management).
Providing strategic and consultative advice to senior leadership related to assigned program areas; and
Providing guidance in the interpretation of budgetary laws, regulations, and/or policies to ensure compliance with departmental priorities.
