This position is located in the Acquisition Directorate (AD), Washington Headquarters Services (WHS). The AD provides end-to-end support services for all matters relating to acquisition and procurement and provides operational IT services for the business operations specialist appointed within Office of the Secretary of Defense and the and the Office of the Deputy Chief Management Officer, WHS, Pentagon Force Protection Agency and Joint Staff with assisting DISA, Joint Service Provider.
Duties
Incumbent typical work assignments may include the following:
- Serves as a point of contact for advisory business end-to-end procedures and processes. Incumbent will assist with business strategic policy management oversight, conducts analytical assessments and evaluations, makes recommendations, and oversees the execution/implementation to inform management making, policy development, management, and administration of AD processes and services.
- Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans to communicate findings and recommendations.
- Serves as the intermediary between the Organization/Agency and the IT Service Provider, JSP.
- Serve as an advocate for the delivery of IT requirements to meet their Organization's/Agency's mission. The ITM is responsible for being fully aware of IT requests, requirements in support of their organization/agency and of the JSP Categories of Services: End-user computing services (IT devices/services used by customers and stakeholders to include desktops, laptops, tablets, printers, multi-functional devices as well as In-Residence and Unauthorized Disclosure of Classified Information support), voice services (broad range of voice services including mobile and telephone services), video services (video teleconference solutions and television services), collaboration services (collaboration software solutions to include SharePoint, correspondence capabilities), software services (software for desktops/laptops/tablets), and equipment transfer disposition and/or re-purposing back into the enterprise.
- Resolves customer related technical hardware and software problems. Diagnosing and/or resolving problems in response to a customer reported via Remedy tickets. Serve as JSP's primary advocate for all information technology (IT) services within your organization. Serves as the organization/agency's representative to JSP for requesting IT services. Serves as the organization/agency authority to initiate, review, validate, justify, and track your organization's IT service requests/escalations. Serve as the organization/agency communication channel for coordinating IT service. Responsible for the management of organizational IT resources. Responsible for informing your internal organization/agency of JSP IT policies, guidance, Outages and all other JSP COMMs messaging. Responsible for disseminating and following procedures and guidelines in support of JSP P&SC, and the Supported Products List (SPL). Responsible for all functional areas (such as): Account Administration, Asset Management, Communication, Finance, Services, Service Requests and Requirements, and Training. Serve as a liaison in regards to all IT services.
- Assists with developing complete resource plans to support business programs assigned to the WHS/AD. Responsible for assisting with planning, programming, budgeting, and execution of program related activities across a variety of functional disciplines and organizational elements. Helps in defining processes to allocate resources to optimize the performance of program offices. Collaborates with team to identify measurable goals and objectives to include substantial depth of analysis of program resources, defining problem areas, and establishing milestones. Monitors goals and objectives of program resources, and determines the impact of proposed resource changes and potential problem areas on program plans. Assists in developing and implementing new systems and electronic initiatives based upon in-depth analyses of issues and consideration of overall Business missions, budgetary constraints, technological advances, and political environment.

- This position is designated as a Testing Designated Position (TOP) under the civilian drug- testing program. This position is subject to pre-employment and random drug testing.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
You may qualify at the NH-3 level (GS-5-11), if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-5 to 11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to
Resolve customer related technical hardware and software problems; Serve as a liaison regarding all IT services; Provide technical guidance, advisory support, and assistance in quality assurance, data, configuration management, contracting, financial management, test/evaluation, and other technical integration functions as they relate to the development and implementation of systems streamlining policy.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
