This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Human Resources Operations Division. The incumbent will be responsible for providing support to HR Specialist(s) and advice and assistance to managers, supervisors, and employees regarding recruitment and placement.
Duties
Provides support to HR Specialist and assistance to supervisors and employees on a wide variety of human resources services including, staffing and recruitment and personnel action processing.
Participates in the development and issuance of vacancy announcements into an automated staffing system in accordance with federal regulations, agency policies and internal office procedures.
Determines applicant qualifications and appointment eligibility and issues selection certificates in accordance with the appropriate regulations, policies and procedures.
Interprets and applies a variety of regulatory and policy guidance in order to process the full range of personnel actions in an automated personnel/payroll system.
Conducts in-processing of new employees via an automated on-boarding system to include issuing appointment/information documents and obtaining appointment documents.
Ensures appointment documents are completed correctly and processes the documents in the automated personnel/payroll system.
Qualifications
At the GS-05, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-04 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in scanning documents into an automated record keeping system such as eOPF; inputting and/or extracting data in an automated personnel\payroll system; processing routine personnel actions; and answering routine HR related inquiries.;
OR
B. A bachelor's degree, or four years of education above high school level, in any field from an accredited or pre-accredited college or university;
OR
C. A combination of education and experience as listed above.
At the GS-06, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in processing routine personnel and payroll actions, reviewing new hire forms, in-processing/onboarding new hires, and answering routine HR related inquiries.
At the GS-07, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-06 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in processing a variety of personnel actions, assisting in the preparation and issuance of vacancy announcements, answering customer questions related to recruitment and providing information to others on a variety of HR topics.

This position requires that you obtain and maintain the Delegated Examining Certification at the GS-7/8 level.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
