The position is located in the Department of Veterans Affairs (VA) at the W.G. "Bill" Hefner Medical Center, Salisbury, North Carolina. The position is a member of the Mental Health Service Line. The incumbent provides administrative and management support functions that are essential to facilitate operations of the Substance Abuse Disorder program at the Charlotte Health Care Center.

Duties

Major Duties Program Analysis & Management Support 50% The incumbent has administrative/clerical responsibility for daily operations in Substance Abuse Services, PCMHI, Neuropsychology, and a range of other Mental Health administrative support duties. Assists in the implementation and support of the Service; Serves as liaison and support for all sections within the Mental Health Service Line operations. Assembles information, conducts analysis, and develops and compiles reports and presentations for medical record chart reviews that are reported to Medical Records Committee, scanning reports, workload in VSSC and encounter reports in EARRP. Develops reports to track providers and Social Workers until they are fully licensed by ensuring HR actions are initiated to reflect full licensure is attained and the person is promoted to a higher grade. Duties are varied, non-routine, and consist of handling data and coordination of activities within these sections. Serves as a point of contact for patients, Medical Center staff, VISN staff, community agencies, and various others who contact these departments. Serves as a point of contact for Human Resources, the incumbent works with the Mental Health AO on all HR actions to include recruitment packages, incentives, board actions and compensation panels for providers as well SF52, OF8, supervisory recommendations, etc., on newly hired personnel. Responsible for the preparation and processing of all personnel actions and for the upkeep of a tracking spreadsheet for all HR actions; responsible for generating necessary documents required for recruitment, appointments, transfers, retirements and other personnel actions and for entry, as necessary, in HR-Smart as well as tracking provider, personnel competency folders and records actions during the year that are required for end of year evaluations. Serves as the Records Manager for the Charlotte Mental Health Service Line. Works in conjunction with AO as Records Liaison for the Charlotte MH service line to ensure full and proper implementation of the records management program within their respective area. Maintaining, reviewing and managing their respective service line, program offices, or CBOC/HCC's Records Inventory and File Plan and providing updates to the facility Records Manager, at least annually. Serves as the training coordinator for the service line. Responsible for assisting and serving as backup in setting up, notification and reporting continuing education training within the Charlotte MH service line. Responsible for running TMS reports to ensure staff is up to date on mandatory training requirements established by the facility and in compliance with the educational credits required by the facility. Data Collection & Tracking Support 25% Collects, compiles and tracks statistical information and prepares complex data/reports related to the administrative and technical support of various MH services and program operations including but not limited to PACT teams at all sites, Substance Abuse Services, Mental Health, Transition Care Management (TCM), Mental Health Tele-hub and Social Work Admin at the Charlotte Mental Health Services location. Accesses status or outcomes in relation to established performance measures, goals, and objectives; receives and processes documents and reports in accordance with established procedures; uses software in the planning, review, and reporting of data/statistical results of program studies as well as create presentation and other educational materials related to the service line and/or program. Automated Information & System Support 25% Serves as a control point clerk to include responsibilities of submitting, tracking and processing purchase orders using 2237 and 1358 Request Menu via fund control point menu in VISTA for medical contracts. Serves as the fiscal manager for the Charlotte Mental Health service line, ensuring that allocated funds are utilized appropriately in support of the service line. Responsible for the quarterly tracking of allocated funds and management of each sub-account. Will report to the Charlotte Mental Health Psychology Program Manager, the beginning quarter balances and the end of quarter balances for responsible funding control points. Coordinates ordering of supplies and OIT ticket submissions. Work Schedule: Full Time, Monday-Friday, 8:00am-4:30pm Telework: Ad-Hoc Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with clerical and administrative procedures, various office skills; and carrying out day-today administrative support activities; Working in an administrative position which required preparing correspondence, reports and graphs utilizing a variety of computer program. Skill in the use of a variety of computer software such as Microsoft Word, Excel, Power Point and other software applications; Interacting with executive leadership in the VA and private sector, contractors, staff members as well as Veterans, their family members and/or legal representatives; Provide/submit requested information to ensure all due dates are met in a timely and satisfactory manner; Managing a fast-paced office to include, establishing priorities, set up, reschedule appointments; Use own initiative to follow-up on action items and time-sensitive issues with appropriate staff members. Selective Placement Factor: Clerk-Typist, Office Automation Clerk/Assistant, Clerk-Stenographer, Data Transcriber, and Positions with Parenthetical Titles of (Typing), (Office Automation), (Stenography), or (Data Transcription) In addition to meeting experience requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Physical Requirements: The work is primarily sedentary and is performed by sitting, standing, bending, and stooping. Occasional travel is required to provide support at conferences, workgroups, programs or meetings.
