This position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN6), Salisbury Medical Center (VAMC), Salisbury, NC in the Optometry Service and aids both the clinical and administrative staff. The incumbent works under the supervision of the Administrative Officer (AO) assigned to the Optometry Service.

Major Duties
Administrative Program Support 65%
The incumbent has administrative responsibility for daily operations in the Optometry Service. Manages the Service office and all processes and procedures, handling data and coordinating the administrative, clinical, and technical program components with the HCC and CBOCs, and Tele-Retinal Imaging and Advanced Low Vision sections. Serves as a point of contact for patients, HealthCare System staff, VISN staff, community agencies, and others who contact the Optometry Service. Receives all telephone calls, evaluates and interprets administrative material and correspondence received in the service, establishes protocols for incoming data, advises the supervisor and appropriate staff-of-suspense dates or implementation deadlines for compliance and assists in the planning, review, reporting, and presentation of data/statistical results of program studies. When material is misrouted, incumbent determines proper routing.
Manages and monitors an office budget and performs a variety of tasks for budget maintenance. Orders office supplies and equipment for the Optometry Service. Tracks and compiles data for reporting purposes. Alerts the Administrative Officer or other authority of significant issues/problems, such as overspending in assigned accounts, specifically for Overtime, Fee Basis and fund control points for each site.
Monitors the Fee Basis Doctors hours and ensures that the information received from Human Resources and Fiscal are accurate. Reviews the Fee Basis time cards for accuracy and submits for AO's validation.
Serves as the Optometry AIS Coordinator for each of the four (4) sites. Enters information in Your IT for employees to be provisioned in a timely matter. Records VistA information for new employee computer access and makes the appointment for obtaining their PIV card. Assists in providing answers to questions and recommends compliance concerning policies and procedures related to information/computer system services.
The Optometry Service rotates 35 students a year through the service at different intervals. Communicates with affiliated schools on a regular and recurring basis related to student rotations. Incumbent works with the supervisor of the Extern Program and issues the mandatory training and paper work to the students prior to their start date.
Works closely with the supervisor of the Residency Program. Retrieves applications, sends emails to the residents, and their schools, sets up interviews, sends required paperwork to the residents and then compiles the paperwork for the program supervisor.
Data Collection, Research Services and Tracking Support 35%
Performs general program support work in the collection, compilation, research, and/or tracking of data and program information, and compiles reports for the Optometry Service. Utilizes software applications to perform the clerical work and to retrieves information to complete the reports. Incumbent uses Outlook, Word, Excel, PowerPoint, and VA programs such as VISTA, CPRS, VSSC, Pyramid, VATAS, SharePoint and TMS systems etc. to prepare or assist in the preparation of reports.
The PSA monitors and tracks the report for 30-day access and consult completion. Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate. Investigates and/or analyzes problems, issues, or program requirements. Reviews 90-day Access report, modify/create clinic profiles and templates. Completes weekly, monthly, and quarterly reports for the Service.
The incumbent is the timekeeper responsible for time and attendance reporting for the Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with clerical and administrative procedures, various office skills; and carrying out day-today administrative support activities; Working in an administrative position which required preparing correspondence, reports and graphs utilizing a variety of computer program. Skill in the use of a variety of computer software such as Microsoft Word, Excel, Power Point and other software applications; Interacting with executive leadership in the VA and private sector, contractors, staff members as well as Veterans, their family members and/or legal representatives; Provide/submit requested information to ensure all due dates are met in a timely and satisfactory manner; Managing a fast-paced office to include, establishing priorities, set up, reschedule appointments; Use own initiative to follow-up on action items and time-sensitive issues with appropriate staff members.

Physical Requirements: The work is usually sedentary and involves sitting comfortably to accomplish most tasks. No special physical demands are required.
