This position is located Budget Execution Division, Financial Management Directorate, Washington Headquarters Services. The Budget Execution Division is responsible for executing the programs and budgets of the Office of the Secretary of Defense, Washington Headquarters Services, U.S. Court of Appeals for the Armed Forces, and Defense Legal Services Agency.
Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Incumbents typical work assignments may include the following:
Processes purchase requests and purchase orders.
Executes budgetary resources assigned and providing expert analysis and research on special areas of concern. Provides OSD customer base technical guidance and advice on all phases of the Planning, Programming, Budget, and Execution Process (PPBES).
Monitors and controls the receipt of and/or the submission of budget and accounting reports for allocations and allotments for the Office of the Secretary of Defense and Washington Headquarters Services.
Prepares various budget execution reports for OSD and WHS used to monitor execution of allocated funding.
Requirements

- The incumbent must be able to obtain and maintain a SECRET security clearance
- This position may require occasional travel away from your normal duty station on military or commercial aircraft
- DOD FMC Level II is a requirement of this position and must be achieved by the incumbent within 2 years of entrance into this position. Incumbent shall adhere to the guidelines and requirements of this certification program

You may qualify at the GS-07 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-05 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in:
1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Knowledge of accounting and budget procedures related to appropriation controls, transfer of funds, reimbursement of expenditures, refunds of administrative expenses, discounts; and Handling of partial funds.
You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in:
1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; and 2) Providing advice, assistance and analysis related to accounting and financial management.
You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: Application of financial, budgetary, and procurement procedures related to acquisition programs.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: 1) Application of financial, budgetary, and procurement procedures related to acquisition programs; and 2) Analyzing and comparing line obligations and expenditures in the approved operating budget.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
