The primary purpose of this position is to serve as a senior program analyst for the Financial Operations Function of the Business Office and to provide advisory services, analyze, evaluate issues and develop recommendations to resolve problems of effectiveness/efficiency of work operations within group resources. Managing group funds such as budgeting and projections.
Duties
Serve as senior advisor to the Section Chief concerning Depot Maintenance Services and Air Force funds.
Documents planning and programming decisions in appropriate formats to meet Wing, Group and Squadron requirements.
Serve as senior analyst, evaluator and monitor over individual, mechanized management systems, incumbent supports a major group operation.
Prepares and plans budgets and schedules for assigned programs in fiscal planning and programming.
Prepares and delivers oral presentations such as briefings, training sessions and consultations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes ???????knowledge of managing and directing the day to day operations of an organization and providing advice, guidance, and assistance in all areas of manpower, group resources, funding and group programs. Developing project plans within depot maintenance to include evaluating production of workload, budgetary resources, and alternative programs. Applying analytical methods such as cost benefit analysis, trend analysis, and economies of scale to assess impact of funding operations, management processes, and program goals to improve efficiency and effectiveness of organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of management operations.
2. Knowledge of pertinent laws, regulations, policies, precedents which affect the use of management resources in the area studied.
3. Knowledge of the relationship of the various group and production entities involved in overall management planning and execution of logistics support to our military customers.
4. Knowledge of the major issues, goals, and objectives, work processes and administrative operations of the organization.
5. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of management effectiveness and/or organizational productivity.
6. Skill in developing new or modified work methods, organizational structures, management processes, and/or administrative procedures.
???????7. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships with all individuals and organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
