This position is located int he U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). It is established to analyze and advise management on policy-related matters, the effectiveness of program operations, and/or the productivity and efficiency of program operations.
This position is inside the bargaining unit.
Duties
Engages in strategic communication and information sharing with OA staff and apprenticeship stakeholders to promote, establish and expand the use of quality apprenticeship programs across the country that increase opportunities for underrepresented populations. Conducts initial outreach and follow up on referrals with potential business customers, provides ongoing support and technical assistance to customers in achieving program development and establishment of apprenticeship programs.
Plans, implements and supports marketing and outreach efforts to promote expansion of the use of apprenticeship across the country.
Drafts and/or modifies policy and technical assistance tools and informational documents intended to facilitate apprenticeship compliance and modernization efforts, such as compliance checklists, policy analysis documents and backgrounders, standard operating procedures (SOPs), bulletins, desk aids, fact sheets, reference guides, manuals, and Web and educational materials.
Develops technically accurate informational materials, policy guidance, speeches, talking points, and briefing materials for management on apprenticeship topics that are consistent with the policy approaches and priorities of the Administration.
Provides timely and effective technical assistance in response to policy inquiries submitted by public and private stakeholders on apprenticeship-related topics and providing superior customer service to such individuals.
Maintains and updates the OA's internal record keeping systems to ensure the operational and program integrity of apprenticeship programs and the National Registered Apprenticeship System.
Interviews employees and supervisors to collect factual information on the operations surveyed; observes work in process; and reviews files and other record material on workload and accomplishments.
Plans, implements and supports marketing and outreach efforts to promote expansion of the use of apprenticeship across the country.
Serves as program analyst and advisor to management on the evaluation of the effectiveness of the OA's programs and operations.
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
Evaluates and advises on organization structures, methods, and procedures. Analyzes management information requirements.
Develops, analyzes, and evaluates new or modified program/management goals or objectives.
Develops procedures and systems for assessing the effectiveness of programs/management processes. Recommendations result in cost savings and improved service to the organization.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled.
Specialized experience is defined as having ALL the following statements:
Experience developing Registered Apprenticeship programs;
Experience planning, developing, or implementing a marketing or promotional plan or strategy that targets underrepresented populations;
Experience analyzing and making recommendations based on Registered Apprenticeship program data; and,
Experience engaging with Federal agencies and/or other industry stakeholders (e.g. employers, educational institutions, community-based organizations and workforce system partners) in the development of Registered Apprenticeships.
Education
There is no education substitution at the GS-13 level.
