The VA Loma Linda Healthcare System (VALLHCS) is seeking a Health System Specialist in the Office of the Assistant Director. The purpose of the position is to provide administrative support services for all services under the Assistant Director, including SAIL, Systems Redesign, VERA, CBOCs, Strategic Planning, GPM, and ACC; serve as an advisor to the facility Executive Leadership Team; and assist in execution of special projects aligned under the Assistant Director's purview.

Duties

This Health System Specialist position provides full staff assistance on administrative matters for the Office of the Assistant Director affecting patient care, education, research, and organizational policy. Serves as a staff member directly supporting the VALLHCS Executive Leadership team responsible for planning, organizing, developing, and directing studies, and evaluating operations. The incumbent completes administrative research, management analyses and development of reports pertaining to program plans, operations, and assessments for the services under the Assistant Director. Conducts investigative studies on resource utilization, staffing levels and access, and other priorities based on the strategic goals of VALLHCS. Leads or participates in facility-wide projects to improve administrative operations as they pertain to the services and programs under the purview of the Assistant Director, based on results of performance measures and new initiatives developed at the local, regional or national level. Conducts special projects as assigned and/or appropriate. Special projects generally involve fact-finding and suggestions for problem resolution as well as assistance with development and implementation of new or revised policy or program changes. Provides needed administrative support to services under the Assistant Director, such as staff support for AD councils. The incumbent collaborates with colleagues and other key staff within VALLHCS to design and develop innovative initiatives that will improve operational quality and efficiency within the services under the purview of the Assistant Director, as well as to determine and forecast staffing needs based on workload. Manages the various performance plans for assigned services. Responsible for administering the performance portfolio for the Assistant Director's Office. Participates in committee actions regarding· assigned services. Makes recommendations and negotiates on behalf of the Assistant Director for additional staffing or reassignments, budgets and procurement of supplies, equipment and services; this would include resources used by medical center personnel as well as contract provisions. Represents the programs and carries out the policies of the Assistant Director and works with managers toward meeting national mandates. Provides administrative support for the Assistant Director's committees and workgroups, including organizing the groups, meeting, minutes, documentation, tracking, and data requirements. Collaborates, assists, or consults with subject matter experts in the development of mission-related health care planning initiatives and reports. Prepares issue briefs, white papers, and Executive Decision Request (EDR) Memorandums for review by VALLHCS Executive Leadership. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You will be rated on the following Competencies for this position: Acquisition StrategyAdministration and ManagementCommunication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, but will require movement between workspaces throughout VALLHCS. Occasional travel may be required. Work is typically performed in an adequately lighted and climate controlled office, but may require incumbent to be in a clinical area of the medical center such as inpatient wards, clinics. The incumbent may also be required to enter construction sites, kitchens, and other support areas. duties may require travel and access to other VA health care systems and offsite locations. The incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities.
