The Loma Linda Health Care System is currently recruiting one Heath System Specialist Community Based Outpatient Clinics (CBOCs) Manager, directly reporting to the Associate Director of Operations. The primary purpose of CBOCs Manager is to provide administrative and operational management for programs and services at the CBOCs that fall under the purview of the VA Loma Linda Healthcare System.

Duties

Duties include but are not limited to: Develop program goals, working with the Chiefs, Primary Care & Specialty Care Service Lines, and management in the development of plans for the attainment of these goals. Identify and effect changes in the organizational structure of the CBOCs, which are essential to ensuring conformance with anticipated changes in the clinical and administrative needs of the patient population. Take a leadership role in preparations for External Peer Review Program (EPRP) and Joint Commission surveys. Consider, from an informed perspective, a broad spectrum of factors when making programmatic decisions (or recommendations to the Chiefs and/or Contracting Officer), These factors include public relations, Congressional relations, labor-management relations, public policy positions, economic Impact and other similar considerations affecting other VA or non-VA organizations/activities. Ensure effective integration of CBOC program efforts/activities within the Primary Care and Specialty Care Service Lines. Ensure compliance with local and system wide program policy manuals and directives. Process, assign, and track workload and ensure timely patient access to clinical services at each CBOC. Manage the Electronic Wait List (EWL) for Primary Care and Specialty referrals. Assist in the maintenance of the Electronic Wait List and provide training and orientation to administrative staff to ensure compliance with existing policy. Collaborate with the Office of Information Technology to ensure accurate reporting of CBOC clinical, administrative, and workload data. In collaboration with CBOC administration, Emergency Management team, provide oversight and communication with team members during natural or man-made disasters, pandemic Influenza, or other crises to ensure the safety and wellbeing of Veterans in the CBOCs and to initiate the appropriate plan. Maintain awareness of local and system-wide trends in patient care demands, health care technology, and the ever-growing body of knowledge drawn from the published results of clinical and administrative research. Maintain effective lines of communication with VALLHCS Service Chiefs, management, VISN program officials and other supervisory personnel regarding program development issues. Serve on or provide programmatic input to community or local governmental planning groups. Participate in the Councils, Committees, Task Forces, etc., of the Healthcare System and VISN. May serve as faculty at local or other system-wide education and training conferences. Prepare Congressional and other controlled correspondence including responses to IG, GAO, and audit recommendations for the Medical Center Director's signature. Represent the organization at local, regional, or national meetings and educational conferences pertaining to CBOCs. Serve, as required, on any of medical center, regional, and national task groups, and committees. Collaborate with the Nursing Leadership in investigation and resolution of issues related to the service line to include Congressional and other official correspondence and inquires. Work with several software applications to include VHA integrated data bases (KLF, ARC) and PCMM to monitor workload, fiscal management, and performance measures. Work Schedule: Monday through Friday 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Occupational Series 0671 includes an Individual Occupational Requirement (IOR). Candidates may not hold a position in this series without meeting one of the IOR requirements established by OPM. Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (MUST UPLOAD TRANSCRIPTS) OR, Specialized experience in Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Successful completion of an agency-sponsored on-the-job training program, it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND, In addition to meeting both the IOR and Time in Grade, you may qualify based on your specialized experience as described below:You may qualify based on your experience as described below: GRADE DETERMINATION (GS-14) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing policies relating to all phases of CBOCs in coordination with various clinical, allied health and administrative services within the Healthcare System. Supporting high quality, accessible, cost-effective health care services while ensuring a high-quality patient experience for the Veteran, by acting on Healthcare Operations data, feedback from the Veteran, Veteran family and/or significant others, executive leadership, administrative and expert clinical staff. . You will be rated on the following Competencies for this position: Administration and ManagementAnalytical ReasoningFinancial ManagementProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
