The Loma Linda Health Care System is currently recruiting one Supervisory Health System Specialist. The incumbent provides leadership and develops organizational objectives for the Veteran/Patient, Employee Experience and Customer Service programs that complement the goals and strategic plan for VALLHCS, VISN 22, and VHA.

Duties

Duties include but are not limited to the following: Make determinations and advise on complex administrative processes that could affect patient-family focus delivery for the VALLHCS and/or have significant impact on the Veteran/Employee Experience. Perform a variety of senior level analytical, planning, evaluative, and advisory work which serves as precedents for others. Promote a patient and family focus within the VALLHCS by educating, mentoring, consulting, collaborating with a cross-section of departments and/or staff. Manage available resources (personnel, space, equipment, and money) and collaborates with CXO in establishing priorities for distributing these resources based on programmatic needs. Develop innovative ways to resolve major administrative problems or plans the most significant administrative management aspects of professional programs. Utilize SHEP, Press Ganey and Signals data and reports to accomplish the mission and sustain improvement outcomes. Coordinate, evaluate and measure data and trends regarding veteran and employee satisfaction obtained through national, VISN and local survey results. Plan, schedule, and carry out projects concerned with the analysis and evaluation of programs or organizational effectiveness. Develop analyses, evaluations, and recommendations normally reviewed by management officials only for potential influence on broad agency policy objectives and program goals. Analyze and evaluate major administrative aspects of substantive, mission oriented programs. Maintain good relations with various civic and professional groups, service organizations, accrediting agencies, volunteer worker groups, news media, and the community at large, as well as individual contacts with patients, visitors, and individuals in the community. Foster an environment which enhances employee's morale, sense of pride, and appreciation of their worth to the organization in order to increase employee productivity and retention. Develop/maintain a system to ensure that complaints and inquiries are appropriately received/resolved and/or that the sources of complaints of a recurring nature are investigated. Identify/propose solutions to management problems which are characterized by their breadth, importance, and severity for which previous studies and/or established management techniques are frequently inadequate. Negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Apply the specialized principles and practices of health care management in directing a health care delivery system. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive knowledge of specialized administrative requirements of healthcare delivery systems, sufficient knowledge of clinical practices, procedures/standards, and/or develops ways to resolve major administrative problems.
