Duties
Establishes policies, regulations, procedures, etc., to accomplish organizational objectives.
Manages a variety of land and resource programs including, but not limited to, wilderness, range, wildlife habitat, outdoor recreation, and off-road vehicles.
Responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, sick leave, EEO, drug free workplace, and overtime usage.
Responsible for implementing education and training programs designed to provide opportunities for employees to perform at their highest potential.
Coordinate land and resource planning and management with representatives of Federal, State, tribal, and local governments, the general public, public land users, and private landowners.
Responsible for reducing or halting deterioration and damage to land and resources caused by natural forces and land usage.
Plans and implements budget to accomplish program objectives.

Qualifications

At the GS-12 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience may include experience in workforce and strategic planning, identifying issues, resolving conflicts, and negotiating solutions; oversight responsibilities for administrative and financial management functions; as well as managing or supervising a variety of different program areas, such as resource management, budget, or human resource functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The incumbent typically works in an office setting with regular trips to the field via four-wheel drive vehicles, boats, fixed wing aircraft or helicopters.. The work of the position requires the incumbent to occasionally walk moderately long distances over rough terrain during normal field work.
Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed inmanuals/supplements or by the designated Safety Officer.
Education
This position falls under the Miscellaneous Administration and Program Series, 0301. There are no Individual Occupational Requirements (IOR) for this position.
There is no substitution of education for experience at this grade level.
