You will serve as a MANAGER in the Digital Identity and Security Technical Branch of NAVSURFWARCENDLD.
Duties
You will manage the branch and provide direct leadership and supervision to scientists and engineers.
You will be responsible for strategic leadership, business development and customer satisfaction to ensure adequate funding and facilities for Branch personnel.
You will be responsible for the full range of personnel matters including hiring, performance development and evaluation, mentoring, training, recommendations for promotion, conflict resolution, and other personnel matters and actions.
You will provide the focus for the Branch, align the workforce with the vision and goals of the broader organization, and provide high level leadership for establishing partnerships, pursuing new initiatives and programs consistent with the mission.
You will have managerial and decision-making authority for various programs/projects of the Branch, coordinating and integrating the work of the projects with the rest of the division, and other technical POCs.
You will be responsible for instituting system engineering processes and technical rigor according to the Dept and Division CHENT guidance, across the Branch portfolio.

- FOR 1550 Series: This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 803, Advanced level, within 12 months of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
FOR ND-05 (GS-14/15 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional Engineer or Scientist managing or leading software development to include planning, designing, software testing, or certification for system development or sustainment. Examples of experience include: planning and designing software via agile or traditional project development, or providing leadership to the development of new or improved software metrics, software standardizing tools, configuration management and software architecture.
