About the Position: This position is under the control of the Supply Chain Integration Directorette Sourcing Division OIB.

Duties

Serves as Lead Inventory Management Specialist (Organic Industrial Base Sourcing) in Army Materiel Command (AMC). AMC delivers logistics, sustainment, and materiel readiness from the installation to the forward tactical edge to ensure globally dominant land force capabilities. The Lead Organic Industrial Base (OIB) Sourcing Specialist is responsible for personnel advocating for the OIB as a source of supply to the Supply Chain Organization. Serves as the central point of contact and technical advisor for OIB sourcing issues, and the exchange of information between personnel on the assigned team. OIB repair includes the following: organic repair and other organic repair activities such as test/inspect, fabrication, parts pulls, and demilitarization prep. Proactively identifies new opportunities for OIB work through analysis and validation of OIB capabilities and supply plans to improve the utilization of the OIB and the effectiveness and efficiency of the supply chain. Monitors team coordination with the OIB and the OIB operations to facilitate the continuous improvement of the dependent demand forecast accuracy and due-in accuracy. Supports the weapon system manager to develop and document the supply and maintenance strategy, in applicable documentation, in accordance with policy and regulatory guidance. Leads working level commodity reviews and Sales and Operations Planning meetings with other supply chain functions and sustainment teams to review supply plans, collect additional data, and assess performance. Develops guides used by sourcing analysts or other staff personnel within the organization when guidelines for performing the work are scarce or of limited use. Influences system design by evaluating supply and maintenance planning principles against the product support strategy, which allow the Program and Product Manager’s to provide best-value product support throughout the system life cycle. Successfully demonstrates the supply and maintenance planning competencies influencing the twelve Life Cycle Logistics competency areas identified in the Life Cycle Logistics Competency Model for Information Technology System Continuous Support. Communicates team consensus and recommendations to the supervisor on actions affecting team and individual awards, rewards and recognition. Leads team in assessing strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made.

Requirements

  • Must be willing and able to travel at least 25% of the time for business.

Specialized Experience: One year of specialized experience which includes 1) Management of depot repairs, fabrications, and reclamation programs for all TACOM/ILSC secondary programs; as well as allocating and managing operations for assigned Secondary Items; 2) Knowledge with reviewing technical specifications and asset requirements; forecasting spare parts requirements, reading and interpreting engineering and technical changes to parts and equipment, parts requisitions 3) Providing reports to make the best decisions during funding shortages or high-risk points of failure issues with acquiring supply support for depot/arsenal programs in a timely and least costly manner.4 Analyzing repair, production or part harvest programs; reviewing repair bill of materials and statement of work documents; completing 1625 funds request documents with AWCF. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: LeadershipOral CommunicationOrganizational AwarenessTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
