Duties
This position is located in the Office of Public Affairs, Office of the Chief of Staff, National Endowment for the Arts, and reports to the assistant director of public affairs for press. As a Public Affairs Specialist, you will:
-Assist with planning and executing nationwide media campaigns to promote coverage of agency programs, special events, projects, and arts-related issues.
-Develop and write materials such as press releases, fact sheets, website copy, and feature articles and edits content written by others.
-Develop social media content in support of agency programs and post to NEA social media platforms in collaboration with the social media manager.
-Organize and coordinate media interviews with Arts Endowment subject matter experts, writing briefing materials as needed, and compiling background information and photos as needed.
-Establish positive relationships with news media and public affairs staff at other organizations.
-Work collaboratively on program-specific teams within the Arts Endowment and with outside partners.
Qualifications
In order to qualify for this GS-11 position, you must meet one of the following requirements:
A. Possess at least one year of specialized experience (equivalent to the GS-09 grade level in the Federal service) that included the following tasks and responsibilities: 1) developing written material such as press releases, talking points, media plans, and media advisories for internal and external use; 2) providing information to media and the public to explain programs, policies, and procedures; and 3) assisting employees and management on understanding procedures relating to responding to specific requests from the media, general public, specialized groups and community and governmental entities. OR
B. Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim. OR
C. Have a combination of graduate education and specialized experience. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your college transcripts (official or unofficial), and the contents of your resume must support your claim of specialized experience, i.e. where, when and how you performed the work as defined in item A above to document meeting the minimum qualifications for the GS-11 position if using a combination of education and experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
