The intent of the Management and Program Assistant position is carrying out clerical and technical work in support of management analysis and program analysis as it relates to the Health Outcomes Military Exposures (HOME) database, software applications and programs. The position may be referred to by an organization title of "Environmental Health Coordinator" (EHC).
Duties
Serves as the services designated point of contact on environmental exposures. Initiates and attends HOME, formerly Post Deployment Health Services (PDHS), War Related Illness and Injury Study Center Environmental Health Clinicians and Coordinators Education Conference, Webinars and other training to increase knowledge about exposures to environmental hazards. Provides detailed information to Veterans and their family members on environmental exposures during military service and associated health effects. Develops and displays educational program information for various environmental issues and health outcomes related to military exposures. Attends local (i.e. VA Town Hall) and community outreach events and participates in network development. Disseminates information on Environmental Health programs to Veterans and their family members, to VA staff and other interested parties via health fairs, newsletters, fact sheets, websites, etc. Displays program information including posters, brochures, and fact sheets in outpatient areas, Veteran Service Organization offices, Vet Centers, VA Regional Offices. Provides orientation, training, and guidance to VA facility staff (clinical and nonclinical) about the Environmental Health programs. Evaluates research, proactively offers recommendations and suggestions to improve program functions to accommodate Veterans. Possesses thorough and comprehensive knowledge of available resources to identify, gather, and calculate the specific requested information for unique targeted inquiries. Coordinates activities with internal/external stakeholders (i.e. state Department of Veterans Affairs offices), assembling data or providing requested information necessary for effective management of the Environmental Health Program. Performs analytic and evaluative work in support of the Environmental Health Program and other VA facility and national program initiatives. Utilizes registry data in conjunction with various software programs to analyze and summarize raw data into useful information. For example, the data the registry provides on the number of reported specific health problems may be useful to the VA as a tool for anticipating future demand for particular provider services; thereby, enabling the VA to respond to Veterans' health problems more effectively.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with (clinical) Performance Measures, Clinic Access, the Consult and Encounters processes, assist in identifying clinical personnel needs, Patient Satisfaction, Patient Flow and will provide data for Service Strategic Business Planning; experience with giving advice, counsel, or instruction to employees on both work and administrative matters such as hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager, as well as conducting fact findings and resolutions for patient complaints; Ensuring clinics are maximally utilized and that clinical performance measures are met, to include clinic wait times, missed opportunity rates, electronic wait lists, and consult response time; identifying developmental and training needs of employees, providing or arranging for needed development and training; finding ways to improve production or increase the quality of the work.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
