This position is intended to be a full-time staff Program Specialist responsible for the administrative and managerial functions within the Outpatient
Clinic. Central Texas Veterans Health Care System that provides medical, Social work, Telehealth, and mental health and primary care services located at the Killeen and Copperas Cove Community Based Outpatient Clinics (CBOCs).
Duties
Major duties include but not limited to:
Performs the full range of personnel management and administration for the CBOC with varied functions and activities.
Assists managers and staff in projecting staffing needs; keeping a list of incoming and outgoing staff, ensuring that the information is current.
Provides advice and assistance to the CBOC Leadership concerning Federal and agency personnel processes and procedures.
Reviews, analyzes, and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Calls attention to problems that require agency human resources office intervention or correction.
Provides orientation for new staff.
Assists patient advocates office with patient complaints and compliments.
Provides for the overall administrative management of the CBOC.
Closely monitors program performance to include compliance with access and performance measure standards, continued readiness and accreditation standards, and reports these findings regularly to the CBOC Leadership, Ambulatory Care, and Nursing leadership, and management committees/bodies.
Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork.
Coordinates the administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment, telephone, etc.
Prepares responses to Speak to the Director and Congressional inquiries, researches and prepares responses to correspondence/ inquiries for the CBOC Leadership or Associate Chief Nurse, Ambulatory Care, regarding a wide range of issues for submission to the CTVHCS Director for signature.
The incumbent is responsible for monitoring performance and changing processes where necessary to ensure that goals are met.
This position performs additional Automated Data Processing Application Coordinator (ADPAC) duties.
Manages procurement and contracting for the CBOC. This may include preparing procurement requests, evaluating proposals for work, acting as a COTR for procurements, and/or maintaining procurement and contracting records.
Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors.
Is responsible for aiding in creating/ revising all CBOC clinic provider profiles.
Responsible for collecting and analyzing data in order to devise strategic plans for improving the associated performance measures for the CBOC's MyHealtheVet program.
Provides for the budgeting and financial management of the CBOC.
Monitors balances, status of projects, and recommends reprogramming of funds as needed.
Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented.
Prepares budget package for submission to the budget office and responds to all questions from that office.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to the ability to: create and analyze reports with detailed documentation; plan, coordinate, and execute daily business functions of a service line; manage resources, materials, equipment and funding; understand the financial processes including how to administer a program budget, prepare procurement requests, maintain contract records and expenditures; develop a cost-benefit analysis in order to make recommendations and set priorities; prepare correspondence and standard operating procedures; effectively communicate with clients and customers through written and oral means both inside and outside the organization.

Physical Requirements: The work is primarily sedentary. Typically, the employee sits comfortably at a desk to do the work. However, there may be some walking; standing; bending; or carrying of light items, such as papers.
