This position will report locally to the Program Manager of the Whole Health System at each facility. The position will work collaboratively with the Center for Healthcare Organization and Implementation Research (CHOIR) and the Office of Patient Centered Care & Cultural Transformation. The position keeps the Clinical Director and Program Manager of Whole Health informed of all administrative actions.

Duties

Serves as an Automated Data Processing Application Coordinator (ADPAC) for Whole Health. Serves as a TMS Administrator and performs training support duties such as the coordination, scheduling, and acquisition of training, and or the maintenance of training records and files. Serves as the PIV Trusted Agent and sponsor and manager for the PIV card program. Responsible for establishing and maintaining administrative and clinical records management structure in shared drives, SharePoint, dashboards, and other records management systems. Responsible for establishing and maintaining log of suspenses, policies and SOPS, ensuring that all correspondence and reporting deadlines are met. Prepares meeting schedules, agendas, files transcripts, and records minutes. Provides timekeeping for multisite department to allow proper payment of employees for work performed. Responsible for establishing and maintaining the Human Resources Management Service (HRMS) program and recruitment actions within Whole Health. Maintains the Whole Health Employee Database to ensure compliance with recruitment policies associated with allocated FTEE. Coordinates the procedures associated with the Annual Performance Evaluation Program and ensures timely and proper completion by all supervisors, including coordination of OPPE/FPPEs, including maintenance of 6-part folders. Maintains calendars and schedules appointments and meetings upon own initiative based upon personal knowledge of workload and current projects and issues of importance to the Whole Health implementation. Maintains controls on all incoming correspondence and action documents, and initiates follow-up on completion of work in process to ensure a timely reply or action. Reviews/screens incoming communications, publications, regulations, and directives which may affect the service, and determines those that can be acted upon personally, taking the necessary action. Serves as the key Contract Officer for Whole Health. Maintains all reports and record keeping associated with Whole Health cost accounting which includes, but is not limited to, budgetary obligations, withdrawals, adjustments, purchases, credits, and transfer of funds. Provides a status of funds report for all fund control points on a monthly and quarterly basis. Performs data entry of fiscal information into the computerized accounting system. Provides input of all accounting-related data including purchase order obligations, amendments to purchase orders, receiving reports, control point activity reports, cost transfers, etc. verifies accuracy of electronic data entry into computer systems. Distributes incoming and outgoing mail as required in the section. Inventories supplies and equipment for the section and orders/requests supplies and equipment, as indicated. Enters work orders for equipment repair or environment repair by Engineering Service. Work Schedule: Monday-Friday; 8:00am - 4:30 pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. For this position you need to have the ability to utilize a variety of information technology (IT) formats and computer applications; collect and organize data; perform statistical and data analysis; track suspense and ensure deadlines are met; ability to effectively communicate verbally and in writing; ability to perform research; maintain calendars, schedule meetings, prepare agendas, and record minutes; establish and maintain project databases; perform training support activities; assist with the maintenance of personnel records. You will be rated on the following Competencies for this position: Managing Resource Planning and Evaluation Communications Computer Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
