This position serves as supervisor of the VTS motor vehicle operators & Fleet management for the Veteran Transportation Program (VTP) and Beneficiary Travel Office reports directly to the Mobility Manager. This position is a Supervisory position within the VTS Program, VTP and will be the general Supervisor of the Veterans Transportation Service (VTS), Motor Vehicle Operators and Transportation Assistants. This is a national program overseen by the Chief, Health Administration Service.

Duties

Major duties include but not limited to: Responsible for orchestrating travel for eligible enrollees through mileage reimbursement and contracted travel modes. Knowledge of transportation requirements for counties in the states, in which the program operates and remain current on best practices and concepts of transportation management. Provide training for VTS staff on a variety of transportation management and patient related software such as Computerized Patient Record System (CPRS) and Veterans Information Systems and Technology Architecture (VISTA). (BTSSS) Beneficiary Travel Self servicing system, (ECAMS) Electronic Claim management System and the Uber Health platform. Develop educational programs such as rider training materials, travel trainer program and community forums. Participate in Veterans Transportation Network and Regional Transportation Coordination Councils. Supervise and manage the facility's VTS Vehicles/Fleet through direct management, maintenance and recordkeeping of vehicles operated by VTS in accordance with the VTS Guide, state and federal law, and local policies. Performs the administrative and personnel management functions relative to staff support. Must be familiar with timekeeping procedures, both manual and electronic and pay regulations for Title 5 employees. The incumbent must be able to identify, analyze and resolve time keeping and special pay issues that arise. Assure administrative support and clerical assistance to employees regarding leave, training, and personal issues. The incumbent is responsible for adherence to all provisions of the Equal Opportunity Program in accordance with OPM, VA regulations, and established Medical Center guidance. Provides informal feedback and can reward and discipline employees as appropriate. Establishes and maintains knowledge of various groups and organizations, such as stakeholders, other hospitals, public health officials and organizations, volunteer work groups, and the community at large. Handles conflict and problems constructively and appropriately. Work involves establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives. Work includes developing related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations, i.e., the community-based outreach clinics, which are located at sites other than the medical center. Point of contact for VTS drivers in the event of emergencies and thus is responsible to ensure appropriate response to safeguard everyone on the vehicle in the likelihood of an accident or other emergency explaining their eligibility status and counsels the Veterans who do not meet criteria for the VTS and Rural Transportation Programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of basic computer use, including word processing, spread sheets, databases, etc. is required. Knowledge of the VA computer system (VISTA, CPRS, BTSSS, ECAMS, Uber Health), including the collection and management of clinical and administrative data is also required. Ability to track and maintain the Comprehensive schedule and usage of the VET Ride System and other reports Comprehensive proficiency and a broad-based understanding of Federal vehicle policies and regulations, travel reimbursement, and beneficiary travel. Manage an interdisciplinary team and be able to coordinate the multiple facets of an administrative program. Consistently communicates and treats customers (Veterans, their representatives, visitors and all VA staff) in a courteous, tactful and respectful manner. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcript required). OR, Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level.
