THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN JFHQ IN J6, Indiana National Guard under Position Description Number PD#T5234000. Duties

Plans, organizes, and directs the activities of the organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the organization with a variety of state and functional area organizations. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • The employee will be required to take a drug test.
  • Participation in direct deposit is mandatory.
  • This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.
  • This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification.
  • Certification requirements are outlined in DOD Instruction 8570.01-M
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications

IAW DoD 8570.01-M you will have 6 months from date of hire to acquire the appropriate IAT, IAM or IASAE level certification designated by the position and/or supervisor. Failure to do so may result in termination. GENERAL EXPERIENCE: Experience education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Expert experience participating in the planning, designing and maintaining of information technology systems. It also includes the installation, configuration, upgrade and troubleshooting of the numerous hardware and software components in use in the state; presentation of formal and informal training and assisting customers resolve a variety of information technology user-related issues. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Extensive experience, training, or knowledge of information technology principles, concepts and methods. Information Technology includes systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Also included are computers, network components, peripheral equipment, software, firmware, services, and related resources. Experience researching, interpreting, analyzing and applying applicable command, control, communications, and computers program guidelines, policies and objectives. Experience, knowledge, or training establishing policies and procedures for accomplishment of the organization's command, control, communications, and computers program. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience establishing, developing, and maintaining effective working relationships between departments and state personnel at all management levels which includes coordinating with other information management organization managers and customers as appropriate.. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience determining timeframes, scope of assignment and possible stages and approaches necessary to successfully accomplish the mission. Must have at least 12 months of specialized experience equivalent to at least the next lower grade level. Education
