Duties

You will be assigned as HR Specialist in service to the Navy Strategic Systems Programs headquarters staff. You will advise management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission. You will serve as the technical expert for management officials, research, interprets, modifies, and applies SSP HRO regulations/guidelines related to recruitment/placement for adaptation to specific problems or issues. You will provide expert classification advisory and consultation services for all positions and assists command/activity liaisons and managers/supervisors on position classification requirements, processes, and practices. You will deliver training and instructions to staff of all levels on a wide range of recruitment and placement topics. You will serve as a subject matter expert in the areas of USA Staffing, DCPDS (e.g., Requests for Personnel Action), HRLink, AutoNOA, and other applicable HR automated information systems. You will utilize personnel data systems in order to coordinates the final processing of personnel actions with the Office of Civilian Human Resources-Silverdale (OCHR-SIL. You will apply knowledge of civilian human resources laws, regulations, policies, and expertise in applying the latest principles of human resources management.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 Equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying HR management concepts to identify and resolve personnel issues; assessing qualifications and advising applicants and hiring managers on requirements; and recruiting for highly specialized and hard-to-fill positions.
