The primary purpose of this position is to: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to USNORTHCOM J33 Order and Message Cell.

Duties

Plans, organizes, and directs the activities of USNORTHCOM J33 Orders and Message Cell, ensuring that Combatant Commander orders/messages comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents USNORTHCOM with a variety of Service and functional area organizations. Executes the process of Capability Management through expert understanding of the Global Force Management process, orders and message production, and Combatant Command assigned and delegated authorities. Serves as Battle Captain (BC) in the Joint Operations Center (JOC)

  • This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Centrally Managed Position. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

Conditions of Employment (Cont.) This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as FEMA, DHS, DOJ, DOE, and EPA, etc. Knowledge in Homeland Defense, Civil Support, Theater Security Cooperation and Consequence Management Operations and planning. Knowledge of military strategic and tactical concepts, principles and processes in all domains - air, land, maritime, space, and cyber, for the conduct of homeland defense or civil support operations. Knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as FEMA, DHS, DOJ, DOE, and EPA, etc., Knowledge of military strategic and tactical concepts, principles and processes in all domains - air, land, maritime, space, and cyber, for the conduct of homeland defense or civil support operations., Knowledge of the National Response Framework, Mission Assignment / Request for Assistance process. Knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. Knowledge of the USNORTHCOM CCDR's assigned and delegated authorities, to include existing EXORDS that enable USNORTHCOM to execute Homeland Defense, Defense of Civil Authorities, and Theater Security Cooperation., Knowledge in gathering, assembling, and analyzing facts, drawing conclusions from broad executive level guidelines and National policies, conducting assessments, devise recommended solutions, and packaging the entire process in briefings, papers, or reports to be used at the CCMD/Federal Department/State Executive level to enable executive and National decisions. Ability to organize and lead effective teams and forces with members from a variety of different organizations and commands, including ability to analyze, organize and present data. Ability to communicate effectively both orally and in writing, using tact and diplomacy., Knowledge of safety and security regulations, practices, and procedures. Ability to respond in a high stress environment to intense homeland event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest military and/or civilian authority in the Headquarters. Skilled in the use of collaborative tools., Practical knowledge of civilian and military personnel management concepts, principles, procedures and tools. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
