About the Position: This position is located at Fort Belvoir Community Hospital in Fort Belvoir, VA.
Salary negotiation may be available for those candidates who are new to Federal service.

Duties
Serve as focal point providing staff assistance on a variety of human capital issues. Serves as team leader/supervisor or member of command-wide, multi-disciplinary efforts that involve critical human capital and management issues.
Review Request for Personnel Action from managers and coordinates with appropriate Human Resource Specialists applying local NCR-MD policy and regulations.
Perform continual broad-based reviews and analyses, identifies operations center errors or problems and takes or recommends immediate corrective actions.
Monitor the Employee Performance Plan and Results Report, ensuring management are assisted and understand the procedural and preparatory requirements.
Ensure management and all levels of personnel are kept informed of new or changed guidance, procedures and policies.
Provide assistance to human resource specialists supporting NCR-MD elements in the development of solutions to complex or difficult problems, and the development of significant program improvements.
Provide regulatory interpretation, guidance, and assistance regarding authorized leave, work schedules, TSP, awards, health and life insurance benefits and open seasons, etc.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates.
Responsible for planning, budgeting and execution systems to include automated personnel systems; sufficient to maintain and operate various Army-MTF personnel Programs.
Serve on various committees and task forces representing the Director, HRD, Commanders/Directors where knowledge of complex organizational structure and management programs are required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- One-year supervisory probationary period required.

Specialized Experience: One year of specialized experience which includes: providing technical advice and administrative procedures to staff; advising on and managing civilian personnel functions such as recruitments, relocation and retention actions, realignments, superior qualifications, student loans and civilian awards; researching and analyzing civilian personnel regulations to advise managers and/or staff on human capital issues; recommending resolution to complex issues and topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
