The Office of the Chief Information Officer (OCIO) is responsible for the delivery of all Information Technology (IT) services for the agency. OCIO is also responsible for managing the OCIO and IT security to ensure the integrity, reliability, accessibility, and confidentiality of information systems and assets, and are responsible for advancing the infrastructure modernization as IMLS assesses having geographically dispersed personnel and a hybrid work environment.
Duties
If selected for the IT Specialist (Information Security) (Direct Hire Authority) position, the incumbent serves as Information Technology (IT) Information Security Specialist with the primary responsibility of assisting the OCIO and CISO with implementing, managing and updating agency security plans, providing security directions, procedures, and guidance. Provide technical assistance to users of IT systems and supporting technical activities across the agency. Typical work assignments will include:
Manages and coordinates development of information security standards used by the agency
Monitors networks for potential threats, documents breaches and reports
Manages Operations Security (OPSEC) and communications security (COMSEC), interagency programs and processes
Monitors communications risk analysis, to include vulnerability management
Provides comprehensive assessment of software testing and associated risk profile
Manages the implementation of information processing technical and procedural standards to the user community
Evaluates the impact of proposed standards and procedures on the accomplishment of agency goals and objectives
Ensures Information Assurance training is integrated throughout the agency
Ensures back up procedures are in place for the recovery of data and program files from loss, destruction or physical damage
Provides methods for reporting and correcting system security violations or breakdowns
Installs hardware and software
Performs other duties as assigned.

MINIMUM QUALIFICATIONS: Basic Experience: Applicants must have IT-related experience demonstrating each of the four competencies listed below. Applicants resume must demonstrate expert proficiency related to each competency below:

GS-12: In addition to the Basic Experience requirements above, to be eligible at the GS-12 grade applicants must have at least one year of specialized experience (equivalent to at least the GS-11 grade level or pay band in the Federal service). Specialized experience is defined as having knowledge of or experience with at least three of the following issues: (1) Applies analytical processes to assess, plan, design, and request new and improved IT systems to meet users' needs and security compliancy; (2) Serves as an alternate member of the Federal Information Security Modernization Act (FISMA) audit/report team to ensures FISMA compliancy, conducts audits, and manages reports; ensures accreditation and certification packages are in accordance with agency requirements(3) Develops and implements policies and procedures for managing the use of the system and equipment and required security compliance; (4) Ensures that measures and procedures used at network nodes fully support the security integrity of the network and comply with applicable command security directives; (5) Serves as the alternate technical point of contact with DHS Federal Network Resilience and CyberScope to identify security requirements, assess their relevance/viability in the Agency infrastructure, recommend paths forward and makes changes as directed by OCIO.
