This position is located in the Washington, DC Commuting Area in the Bureau for Conflict Prevention and Stabilization (CPS) Program Office (PO), at the U.S. Agency for International Development (USAID).
Duties
Incumbent will serve as the Policy Division Chief.
Manage all work assignments, work performances, selections, personnel reporting, outreach development, relationship building, and other complex priorities
Expert in crafting and managing organization goals with strategic objectives in determining coordination, policy, and program design priorities
Develop objectives, indicators of performance and impact; evaluate results to draw implications and make appropriate modifications to strategy when appropriate
Advise on key issues/constraints to policy development, Identify and analyze problems; find alternative solutions to complex problems.
Ability to express ideas and facts to an individual or group audience effectively; make clear oral presentations and listen to others; facilitate a creative open exchange of ideas.
Prepare, analyze innovative written products that apply new hypotheses and concepts to intractable problems, define or clarify issues and policy; express facts and creative ideas in a well-written succinct and organized manner.
Requirements

- Must be able to obtain and maintain a security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

Qualifications
Specialized Experience:
GS-15: Must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) providing guidance based upon an ability to analyze; operations assistance supporting international political transitional situations; (b) serving as an expert on the most challenging policy and operations issues related to programming in critical priority, crisis-prone countries, providing technical advice on overall program operational processes and methods; (c) leading diverse operational teams responding to international complex humanitarian or political crises; and (d) participating in the development and documentation of short- and long-range planning efforts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
