The Nursing Officer of the Day (NOD) is the designated supervisor with responsibilities, and accountabilities while representing the Associate Director of Patient Care Services, Chief Nurses and Nurse Managers during non-administrative tours of duty. He/she serves expert nurse delivering care including staffing on a facility wide basis an evidence-based practice resource at the facility level.

Duties

The NOD has responsibility for implementation of the Vision, Mission, and Values of the Fayetteville NC VA Coastal Health Care System within his/her defined areas of responsibility The NOD functions as a leader and change agent for the Department of Patient Care Services; provides leadership in the day-to-day operations and input as an influencer in the He/she assists in the responsibility to ensure an environment conducive to retention / recruitment of highly competent nursing staff of diverse backgrounds He/she directs practice according to established policies, standards of care, and standards of practice. He/she monitors/ ensures nursing practice and operations are compliant with all applicable local, VISN, and/or State/National standards, policies, statutes, and regulations. He/she demonstrates the ability to work effectively as both a team member and a nurse leader. He/she executes leadership characterized by substantial and continuous responsibility and accountability for population groups and/or integrated programs that cross service and/or discipline lines and influence organizational mission and healthcare outcomes. He/she supports and leads in the provision of appropriate care for veterans ranging from 18 through the geriatric years, taking into consideration diagnosis and physical, psychosocial, spiritual, and cultural needs He/she is an educator and mentor of his/ her fellow staff nurses as well as a coordinator and facilitator of complex interdisciplinary care He/she is an intra- and interdisciplinary collaboration leader and is responsible and accountable for the management of patient flow throughout the medical center to optimize patient care, patient safety and operation efficiency He/she monitors bed capacity, staffed beds, and the demand for beds daily; is responsible for the development of strategies to actively manage patient flow to protect patient safety during overflow situations The NOD provides timely information regarding emergencies, unusual occurrences or issues impacting nursing practice or operations and status of patient flow processes to the Nurse Manager of Care Coordination, Chief of PTOC, ADPCS and Quality Service as appropriate The NOD actively participates in meetings and conferences with Nurse Managers/Nurse Executives to resolve patient care issues He/she is knowledgeable concerning the counseling/disciplinary process; effectively identifies staff performances and conduct issues and promptly initiates action to resolve issues in collaboration with the Nurse Managers The NOD identifies training needs of the staff on off tours and explores methods to meet these needs in collaboration with the Nurse Manager and Nursing Education He/she is an advocate for the patient and employees; is a steward and guardian for nursing practice and health care delivery The NOD responds to and participates in medical emergencies, fire and disaster plans; is a member of the code team and is responsible for providing a comprehensive hand off report during administrative hours to Nursing Leadership He/she assists with orienting of new NOD personnel and other management personnel; ensures a safe work environment for staff through proper training in safe work practices and ensures that appropriate technology is in place for the provision of care He/she provides direct supervision of nursing personnel in their defined area of responsibility and evaluates their performance He/she is fully engaged in the administrative and clinical nursing practice characterized by both increased complexity of clinical decision making and enhanced skills in nursing management/leadership The NOD assists in keeps staff informed of Clinical/Administrative goals through facilitating both vertical and horizontal communications in a timely manner He/she is knowledgeable of medical policies, procedures, and guidelines related to the care coordination - transfer of patients transferring in and out of the facility as well as the flow and staffing of patients in the acute care setting VA offers a comprehensive total rewards package: VA Nurse Total Rewards Pay: Competitive salary, regular salary increases, potential for performance awards Paid Time Off: 50 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory Work Schedule:Evenings, Nights, Weekends Compressed/Flexible: Financial Disclosure Report: N/A

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Charge Nurse Experience , Supervisor /Manager Experience , ICU/Critical care Experience, Medical Surgical Experience, Staff Scheduling Experience Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements:This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
