Duties

The Chief Nurse Care in the Community is accountable to the Associate Director of Clinical Business Operations. Provides leadership and direct supervision to, CITC Nurse Coordinator RN's, Administrative and office staff. The Chief Nurse, provides programmatic oversight includes growth projections/monitoring, local collaboration to improve network development, direct communication with community providers and stakeholders, and flexibility with care coordination and case management.The Chief Nurse, has substantial and continuing responsibility. The Chief Nurse collaborates with clinical, administrative, and managerial personnel to identify and resolve problems. The Chief Nurse collaborates with clinical, administrative, and managerial personnel to identify and resolve problems.Role responsibilities and accountabilities also include demonstration of knowledge and skills necessary to facilitate, maintain quality care and standards that are met by vendors who are contracted for care through CITC. This knowledge includes understanding changes associated with planning, organizing, directing, and controlling service-wide infrastructure issues which include overall operation of the service, responding to internal and external communications, maintaining knowledge of and communicating standards of nursing practice and patient care, and developing systems to enhance overall operations and communications within the service. Annual competency validation is required for position specific duties.Practice is based on knowledge, experience, and research and has a direct impact on patient outcomes in the Care in the Community and for the facility. S/he ensures program management consistent with requirements of review organizations and accrediting bodies. S/he is accountable for substantial participation in Service's executive level decision making, i.e., strategic planning, human and fiscal resources management, establishment and continuity of standards, quality management, Council facilitation, and operation implementation. Collaborates with clinical and support service in program implementations and adequate resource support. This individual will represent CITC on designated Medical Center Committees. The Chief Nurse for Care in the Community reports directly to the Associate Director of Clinical Business Operations and is accountable to the Associate Director of Patient Care Services for professional practice. LEADERSHIP: Inspires individual and organizational excellence, creates a shared vision, and successfully leads change to improve organizational performance & attain measurable performance outcomes. 1. Develops, organizes, and directs clinical and non-clinical operational aspects with an added emphasis on delivering services where it is needed. 2. Routinely analyzes plans and actions related to practice, quality and safety issues to identify and improve performance and attain outcomes for Veteran healthcare. BUSINESS ACUMEN:Uses business models and applies fundamental concepts of economics to programs under their leadership. 1. Provides guidance and oversight of program management to ensure proper resource utilization. 2. Participates in continuous learning to successfully promote and apply economic concepts and business models to set priorities. PROFESSIONAL AND SOCIAL RESPONSIBILITY: Operationalizes a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the program or service level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. (TRANSCRIPT(S) REQUIRED) DIMENSION OF NURSING:PRACTICE: Uses an analytical framework, such as the nursing process, to create an environment that facilitates the delivery of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups. ETHICS: Provides leadership in addressing ethical issues that impact patients and staff in or beyond the organization and the local health care community. RESOURCE UTILIZATION: Designs, modifies, and implements systems compatible with professional standards and within the mission and the goals of the organization to improve the cost-effective use of resources. EDUCATION/CAREER DEVELOPMENT: Develops staff for career progression. Forecasts new knowledge needs for changing practice environments/population groups. Plans, implements, and evaluates strategies to meet those needs. PERFORMANCE: Implements standards of professional practice and accrediting bodies and applicable regulations. COLLABORATION: Demonstrates leadership in developing productive working relationships with groups in other programs, services, academic settings, and community settings. COLLEGIALITY: Contributes to the professional growth and development of colleagues and other health care providers at the local, state, regional, or national level. QUALITY OF CARE: Provides leadership in improving and sustaining the quality and effectiveness of care in diverse or complex programs. RESEARCH: Collaborates with staff, other disciplines, faculty, and peers in developing, conducting, and evaluating research activities and programs. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.Promotes a psychologically safe, patient safety-oriented environment for employees where constructive professional discourse is welcomed and considered in care and operational decisions. Incumbent may be a Purchase Card Approving Official or Control Point Approving Official, who must fulfill all required actions. National board certification in nursing administration is strongly encouraged. Will be rated under the Executive Career Field (ECF) rating system.
