The Management and Program Analyst is assigned to the Medical Service at the Cincinnati VAMC. The Analyst projects and plans for the administrative operations of these sections and will work directly with the Office of the Chief of Medicine administrative staff, section chiefs and others within and outside of the department of Medicine to ensure compliance with regulatory concerns and streamlined operations.
Duties
The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Duties involve customer service responsibilities and/or public liaison that could cause limited damage to individuals, business entities, or
government programs or operations.
Responsible for the management of the administrative duties for Medical Service and its subspecialties. Incumbent plans and conducts analysis of program administrative elements and works to identify and resolve problems; approves resource utilization, administrative support, and management effectiveness.
Advises management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of staff budgetary funds.
Administers separate financial accounts (fund control points) for the Medical Service program budget, including medical service and grant funding. Tracks and monitors spending in Medical Service fund control points.
Responsible for driving continuous process improvements within the sections. Maintains a familiarity with process improvement methodology as serves as a project lead for process improvements. Ensures balance between continuity and improvement, adjusting processes as needed to meet the needs of patients and staff.
The employee works autonomously, with very limited guidance from the supervisor or higher level employee. Incumbent may work independently and/or in collaboration with other medical center and section personnel.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS9 position you must have served 52 weeks at the GS7. For a GS11 position you must have served 52 weeks at the GS9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Qualifications requirement for GS 9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of pulling data from multiple data systems, analyzing findings, note trending, and making recommendations on improvement initiatives and focusing on efforts, assisting in planning, organizing and carrying out duties involving multiple programs within time constraints, without direct supervision. Or experience may also include knowledge of planning and completed work assignments and projects effectively and efficiently organizing, directing, controlling, and coordinating activities in a timely and effective manner.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
