The Loma Linda VA Healthcare System is seeking a Health System Specialist to serve as a subject matter expert to the medical center's researchers and research leadership team to assure the protection of human subjects involved in research about safety and misconduct. Duties include providing support to the Research Compliance Officer to establish program goals/objectives; identifying results of successful program accomplishments; reporting statistical data to verify compliance with regulations.
Duties
The incumbent manages and updates policies, procedures, and criteria for monitoring compliance and assisting researchers in meeting the requirements of the organizations Human Research Protection Program (HRPP) through continuing evaluation and review.
Provides guidance to the research staff, including Principal Investigators (PI), Co-Investigators, Coordinators, and Research Compliance Officer (RCO) in analyzing research programs and to determine the appropriate type of review. Prepares consolidated reports for the Research Compliance Officer (RCO) to determine which studies require HRPP Regulatory Audits.
Prepares information for research project evaluation functions by gathering statistical and narrative data on project status, including resource utilization statistical data on participation, adherence to protocols on matters; arranging data in formats required by review and reporting process; and identifying problems and negotiating corrective action concerning programmatic issues as they relate to multiple regulatory requirements.
Assesses appropriateness of candidates enrolled in research projects based on several factors, such as eligibility according to study protocol, execution on informed consent, and compliance with research guidelines and regulations. Reviews recruitment process for participants by evaluating information on study objectives and constraints.
Assists the Research Compliance Officer (RCO) with preparing and conducting education and training for investigators as required, including creating and or typing of handouts and PowerPoint presentations for training/education sessions and assisting the RCO to conduct training activities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in the areas of Hospital Administration, Public Health Administration, or related fields, such as Business, or Public Administration with course work in Health Care Administration or LL.B. or J.D., if related OR,

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
