You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the Manufacturing Project Office (MP), Energetics Manufacturing Department (M) of NAVSURFWARCEN IH DIV.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $145,617).
Duties
You will utilize Project Management knowledge, processes, and tools to lead and manage diverse project teams necessary to execute multiple complex Ordnance and Energetics Manufacturing tasks or projects on time and within budget.
You will work on projects that vary in subject and could include industrial facilities upgrades, waste management, transportation and equipment repair.
You will compose and present project documentation (e.g. cost estimates / proposals, project plans, schedules, spend plans, statements of work, etc.).
You will manage and track project financial data using the Navy Enterprise Resource Planning (ERP) system including gathering financial information and building project structures.
You will communicate and resolve project status or issues with portfolio managers, resource managers, customers and suppliers.
You will analyze, track, and report on project status including: budget, cost, schedule, technical performance, risk and quality.
You will support a manufacturing organization.
You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating technical project operation requirements to develop, plan and execute project schedule, milestones and deliverables to improve efficiency and execution of ordnance or energetic program operations.
