You will serve as a DIRECTOR INTELLIGENCE OPERATIONS/SENIOR INTELLIGENCE OFFICER (SIO) in the Intelligence Operations Division of the NAVAL SEA SYSTEMS COMMAND.
Duties
You will be responsible for the overall management of Sensitive Compartment Information (SCI), Special Access Programs (SAP), and Controlled Access Program (CAP) programs and that portion of the Defense Special Security System (DSSS).
You will provide counsel, advice and assistance to the Commander, Naval Sea Systems Command (NAVASEA), Executive Director and program managers in matters pertaining to SCI programs, intelligence and security support for NAVSEA programs.
You will ensure all classified materials and processing systems are safeguarded in accordance with DoD, DoN, and NAVSEA directives and instructions.
You will work with the NAVSEA acquisition and life cycle support programs, and the Scientific and Technical Intelligence Liaison Officers (STILO), to develop detailed intelligence requirements for warfare projects.
You will evaluate new technology for possible application to solve Intelligence collection and warfare problems.
You will plan and manage Operational Security Surveys of NAVSEA projects to determine leaks in security and propose means of addressing potential leaks.
You will evaluate contractor proposals concerning approaches to be taken, priorities, time and cost to obtain required intelligence information relative to the threat environments.
You will maintain liaison with special intelligence offices or other U.S Government agencies and in the intelligence community to ensure the NAVSEA acquisition community has up-to-date information as is applicable to NAVSEA programs.
You will research available technical intelligence sources in order to maintain a composite overview of the relation of existing intelligence information to the intelligence needs of NAVSEA projects.
You will investigate better methods of applying intelligence information to project decision making.
You will direct assignments to encourage development and cross-functional growth to meet organizational needs.
You will lead, define, manage and integrate efforts of several groups or teams.
Requirements

- You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing a Sensitive Compartment Information (SCI), Special Access Programs (SAP), and/or Controlled Access Programs (CAP) program to prevent, identify, or address classified intelligence information leaks or threats.
