You will serve as a ENVIRONMENTAL PROTECTION SPECIALIST in the NAVY CLOSURE TASK FORCE - RED HILL DIVISION of COMMANDER NAVY REGION HAWAII. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will serve as command technical expert in oil spill preparedness and response. You will develop, implement, and manage Oil and Hazardous Substance (OHS) contingency planning and response programs. You will develop regional OHS contingency plans; oversee response and management of all OHS pollution incidents; develop and manage regional training plans; coordinate procurement of resources; and manage related operational environmental issues. You will coordinate with federal, state, and local regulatory and resource agencies. You will respond to and oversee spill response team actions, as well as manage on-scene coordination. You will develop and provide a variety of reports and plans; review and update applicable fleet guidance on proper petroleum management.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting requirements, providing advisory information, evaluating compliance, and recommending change and control measures using knowledge of policies, operations, work practices, and environmental parameters of Federal agencies, states, or other entities; 2) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of environmental program operations, particularly in oil spill preparedness and response; 3) Making modifications to establish methods, procedures, or approaches to solve problems relating to hazardous material and environmental emergency response systems; and 4) Communicating with employees, managers, contractors, and others to establish effective working relationships and to motivate others to a particular course of action.
