Duties
As an Equal Employment Specialist, you will:
-Assist the aggrieved person in resolving work related problems which could result in EEO complaints. Attempts to resolve the matter at the lowest level possible, and advises aggrieved persons of the right to file a formal EEO complaint.
-Consult, conciliate, and mediate allegations of discrimination between employees or former employees or applicant for employment and management in the Department. In accordance with EEO statutes, regulations, guidelines, and requirements of the Equal Employment Opportunity Commission (EEOC) and Ice guidelines, provide technical consultation to employees and applicants for employment who allege discrimination.
-Review and analyze circumstances surrounding accepted allegations of discrimination, including analyzing pertinent documents such as EEO Counselor Reports, personnel documentation, and government regulations. Prepares responses to inquiries and the status and other requests for information on individual discrimination complaint cases.
Qualifications
The Office of Departmental Equal Employment Opportunity (ODEEO) is responsible for ensuring the enforcement of federal laws relating to the elimination of all forms of discrimination in the Department's employment practices and to ensure equal employment opportunity (EEO). ODEEO promotes diversity and inclusion, fosters a workplace culture that respects differences, and empowers the full and fair participation of all employees in all aspects of HUD work life. Additionally, ODEEO is responsible for leading the Department's efforts to proactively prevent unlawful discrimination. ODEEO also seeks to foster an agency culture in which disputes are resolved at the lowest possible level and before a formal complaint is filed. ODEEO will continue to offer training to the HUD workforce on the EEO process and the responsibilities of the workforce regarding Equal Employment Opportunity and serve as a resource to the program office leadership by providing direction, guidance, and monitoring of key activities to ensure the successful implementation of the principles of EEO throughout the Department.
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures; AND
-Conducting training regarding the interpretation and implementation of Equal Employment Opportunity (EEO) and other nondiscrimination laws.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
-Preparing reports and briefing supervisors, management and staff on a variety of Equal Employment Opportunity (EEO) issues.; AND
-Recommending solutions to problems and conflicting issues impacting Equal Employment Opportunity (EEO).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
