Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as performing a broad range of major assignments or formulating Lean and process improvement projects and/or providing advice pertaining to policies and procedures and issues pertaining to program evaluations and continuous process improvement.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of planning, programming, and budgeting regulations, guidelines and processes.
Knowledge of facilities planning, acquisition, and management process to prepare long-range and short-range process improvement planning guidance in accordance with broad agency program policies and objectives.
Ability to direct complex studies requiring application of advanced analytical and statistical methods and techniques.
Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one of more programs.
Knowledge of substantive nature of programs and activities; EPA missions, policies and objectives; management principles and processes.
Knowledge of the design and conduct of comprehensive management studies where the boundaries of the studies are broad and difficult to determine in advance, i.e., the actual limits ofthe project are developed as the study proceeds.
Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity study.
Ability to communicate orally.
Ability to organize and present data and other information in a clear, concise manner.
Ability to communicate in writing.
