Duties

The primary purpose of the position is to serve as a Management and Program Analyst asisting in the assessment and improvement of chemical security programs' effectiveness.
Typical work assignments may include:
Reviewing, advising on, and conducting analyses, evaluations, or investigations in support of organizational programs, systems, and processes;
Planning and conducting program studies that affect program or mission capabilities as they relate to regulatory and voluntary chemical security;
Conducting periodic and comprehensive evaluations of ongoing functions and identifying areas where operational efficiencies can be enhanced;
Serving as a risk and data analytic subject matter expert for the Office;
Defending findings in public or high-level forums on behalf of the organization, program, or Government to external stakeholders;
Applying a wide range of qualitative and quantitative methods;
Preparing short- and long-range planning guidance in accordance with broad program policies and objectives;
Establishing and maintaining working stakeholder partnerships.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Performing data processing and visualization using products like ArcGIS or Power Bi;
Experience presenting information to a wide range of stakeholders;
Assisting in the analysis of data, programs or projects using statistical tools like R, SPSS, NVIVO or similar.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Experience creating and managing data collection and visualization using products like ArcGIS or Power Bi;
Building and managing stakeholder relationships through inter-agency collaboration or with private sector partners;
Providing analysis of chemical security compliance programs;
Managing of data in a statistics tool like R, SPSS, NVIVO, or similar.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
