The Management and Program Analyst is located within the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Office of Mission Support (OMS). The Management and Program Analyst serves on the Executive Management Operations (EMO) team and is responsible for the coordination of administrative and program activities and providing technical support to the Executive Director, Deputy Executive Director, Associate Deputy Director, Executive Management Officer of EMO, and OMS staff.
Duties
Provides guidance and assistance in matters of management practices and procedures related to personnel administration, human resources management, HR data management and statistical reporting, office program planning work, administrative and support services, and management improvement studies.
Assists the Senior Program Analyst (HR) Liaison daily as OMS HR liaisons with the departmental Human Resources Center (HRC) and Human Capital Services (HCS) in areas of personnel and administrative actions.
Interprets human resources regulatory, policies, and procedural requirements.
Analyzes human resource requirements and capabilities for current and projected workloads.
Tracks authorized and assigned workforce; keeps management informed of workforce authorization issues.
Works with HRC and HCS to ensure personnel information is accurately captured for reporting purposes.
Ultimately serves the Executive Management Officer in all matters regarding human resources.
Assists the Senior Program Analyst of EMO which is the primary POC/liaison for OMS HR matters and actions.
Senior may review submitted work and provide instructions, guidance, and recommendations for completeness.
Provides sound guidance, judgment, advice, and ensures counsel IAW all applicable guidelines, regulations, laws, and procedures.
Assists in OMS HR program and conducts quality control, data analytics, workflows and process creation/reviews for OMS HR under the general direction of the Executive Management Officer and the EMO Senior HR.
Provides training in recruitment, classification, onboarding and sponsorship, performance management, awards programs, employee engagement, surveys, and use of approved software and tracking systems/software for personnel action requests.
Provides effective data analysis to establish trends and gaps of inefficiencies for supervisors and hiring officials in areas of recruitment and staffing for effective decision making.
Briefs the Executive Management Officer and Senior Program Analyst (HR) of EMO on all hiring actions and pending personnel actions and provides in depth detailed reports.
Ensures information and work submitted is within the prescribed format for accurate data capturing and reporting.
Attends regularly held meetings with Human Capital Services' HR Specialist and Supervisor to ensure all OMS hiring and pending personnel actions are accurately reviewed and completed, data captured and scheduled for timely processing.
Attends requested meetings with managers and supervisors to help formulate improvement plans and strategies.
Serves as the intercessor between OMS Directors, Supervisors, and Subject Matter Experts in providing sound recommendations, advice, and counsel for short-and long-range planning and information IAW applicable guidance, instructions, directives, laws, etc.
Thoroughly reviews all submitted personnel actions and hiring packets for completeness, utilizing thorough and detailed scrutiny to avoid unnecessary setbacks, rework, improper announcements of job postings, and illegal impediments.
Incumbents must be able to handle multiple complex assignments, responsibilities, and rationalize and sort priorities to meet Ad-Hoc and set deadlines for timeliness.
Evaluates short-and long-range planning, recommends and participates in developing strategies for implementing planning for OMS.
Coordinates activities with VA and other VBA offices and managing the day-to-day administrative activities for the Executive Management Officer, and Senior Program Analyst (HR) of EMO.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Experience analyzing human resources requirements and capabilities for current and projected workloads.
Experience in developing and coordinating long- and short-range strategic goals for organizational and departmental efficiency and effectiveness.
Experience in the application of knowledge and skill sufficient to formulate new concepts, principles, and methods, and advise top agency management officials on the development and implementation of policy and procedures related to organizational, departmental, or public-sector's mission and goals.
Experience in coordinating and responding appropriately to the needs, feelings, and capabilities of others; adjusts approaches to suit different people and situations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts.
