The Facility Telehealth Technology Program Manager is a full-time position that reports to the Facility Telehealth Coordinator; and is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout the Eastern Oklahoma VA Health Care System. These settings include VA Community Based Outpatient Clinics (CBOCs), VA Rural Clinics, Vet Centers and the Veteran's place of residence.

Duties

Major duties of this position include, but are not limited to: Provides technical support and resolution of issues throughout the facility/healthcare system and consults with OIT stakeholders as needed. Appropriately utilizes Office of Connected Care Help Desk (OCCHD) resources to escalate and resolve issues as needed. Serves as the technical SME and technical team leader on the setup, configuration, maintenance, repair and testing of all Telehealth and Connected Care equipment and services Provides oversight for Telehealth and Connected Care technical support for VAMC/ Healthcare System Telehealth operations. Troubleshoots and corrects telecommunication issues quickly and efficiently to minimize disruptions to patient care encounters. Manages critical operations of all technologies utilized by Telehealth and Connected Care programs and acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility/healthcare system, ensuring technologies are online and ready for use within established/required time frames. Manages new Telehealth and Connected Care equipment implementations to including technology equipment review, testing, configuration, installation, security, and verification of equipment's integration into existing IT network. Identifies the developmental, training and orientation needs for Telehealth and other staff related to technology throughout the facility/healthcare system. Assists with technical training for Telehealth and Connected Care technologies by providing training to end-users. Responsible for Telehealth equipment and technology inventory/management to include monitoring, management and updating of all resource-based scheduling systems/platforms (i.e., Telehealth Management Platform) to ensure they correctly identify the resources (locations of rooms, technologies, etc.) used for scheduling clinical Telehealth visits. Provides SME assistance in the development of a VAMC/Healthcare System emergency and disaster contingency plan for Telehealth and Connected Care technologies and routine operations which incorporates national, network and local standards. As the SME, is responsible for ensuring Telehealth and Connected Care technologies are in compliance with VACO Telehealth Services Conditions of Participation and external (Joint Commission) accreditation processes and other internal or external accrediting agencies standards. Maintains recurring communications with Telehealth personnel, overseeing compliance of Telehealth and Connected Care technology guidelines and technical processes as outlined in National policies. Monitors and reviews Key Performance indicators (KPIs) via Office of Connected Care Help Desk (OCCHD) Dashboards, and other reporting systems (i.e., Telehealth Management Platform, VA Video Connect, Pexip, Maximo, Telepresence Management Suite and Vyopta Utilization reports). Consistently monitors utilization, fiscal impact, challenges, and outcomes of technologies and shares and disseminates information for continual quality improvement. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday Through Friday, 7:30 am to 4:00 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance 7 of 8 with technology installation.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Minimum Qualifications for the GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Skill in conducting interviews with supervisors, employees, and Veteran patients/families to obtain information about organizational missions, functions, and work procedures. Knowledge of and skill in providing education and training for VA and non-VA entities on various Telehealth and Connected Care technologies. Knowledge of Telehealth and Connected Care mission, vision, values, major issues, goals, objectives, security and compliance, clinical operations and workload management, work processes and administrative and technical operations. Knowledge of administrative laws, policies, regulations, and precedents applicable to the technical aspects of Telehealth and Connected Care. Knowledge of management practices including strategic planning, coaching, team building, and conflict resolution. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess one (1) full year of graduate level education in a course study that directly reflects the job-related competencies necessary to satisfy the minimum qualifications (TRANSCRIPTS REQUIRED). OR, Combination: You must have a combination of specialized experience and education. I have some experience but less than one (1) year, and some graduate level education but less than (1) year of graduate education. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduation education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). Minimum Qualifications for the GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of analytical and evaluative methods related to Telehealth and Connected Care technical project management. Skill in optimizing the use of available and emerging health information technologies to improve access to care for Veterans. Knowledge of and skill in providing education and training for VA and non-VA entities on various Telehealth and Connected Care technologies.
