Duties

This position is located in the Human Resources Enterprise Training Division (ETD), Office of Human Resources.

Requirements

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. Specialized experience for this position includes: GS-09 For this position, the next lower grade level is a GS-07. Specialized experience for this position includes: Experience assisting senior HR Specialists with conducting training development within Learning Management Systems. GS-11 For this position, the next lower grade level is a GS-09. Specialized experience for this position includes: Experience serving as an administrator for a Learning Management System. Experience assisting senior HR Specialists with identifying employee training needs. GS-12 For this position, the next lower grade level is a GS-011. Specialized experience for this position includes: Experience providing advice in the area of human resource development; identifying training needs and evaluating programs using instruments such as questionnaires, surveys and assessments. Experience performing the responsibilities as an agency's Registrar for a learning management system. GS-13 For this position, the next lower grade level is a GS-12. Specialized experience for this position includes: Experience independently servicing as an agency's Registrar for a Learning Management System. Experience opening and closing training facilities or virtual platforms for meetings, classes, seminars, or other facilitations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted at the GS-09 grade level as follows:

A master's or equivalent graduate degree in a related field of study such as: human resources, business administration, public administration, organizational psychology, or other administrative and management fields.

OR

2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

OR

LL.B or JD if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

OR

Equivalent combination of qualifying experience and graduate education, if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

Education may be substituted at the GS-11 grade level as follows:

A Ph.D. or equivalent doctoral degree if related such as: human resources, business administration, organizational psychology, public administration, or other administrative and management fields.

OR

3 years of progressively higher-level graduate education leading to such a degree, if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields;

OR

An LL.M., if related such as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

OR

Equivalent combination of qualifying experience and graduate education, if relatedsuch as: human resources, organizational psychology, business administration, public administration, or other administrative and management fields.

Education may not be substituted at the GS-12 and GS-13 grade levels.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
