This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of the Director, Office of Strategic Policy and International Affairs in Washington, DC.
Duties
At the full performance level GS-13the major duties of this position include, but are not limited to the following:
1. Conducts policy, regulatory, and strategic analysis related to BOEM program areas (offshore wind and other ocean-based renewable energy sources; offshore carbon sequestration; ocean-based environmental issues, including climate; marine minerals and offshore critical minerals; and/or offshore oil and gas) and emerging offshore energy issues.2. Drafts briefing papers, presentations, policies, strategies, and other written documents to support the work of the office and inform senior bureau leadership.
3. Coordinates major external outreach projects in a strategic fashion, including domestic and international meetings with government representatives, constituent meetings, and other forms of external engagement to achieve project objectives and/or bureau goals.
4. Serves as a point of contact for other DOI bureaus, federal agencies, and constituents on a portfolio of issues related to BOEM program areas. Represents the office and bureau in internal and external meetings to ensure organizational, programmatic, and operational goals for the office and bureau are met.
5. Serves as a project manager for multiple projects occurring simultaneously.
6. Leads high-level administrative activities critical to the efficient and effective functioning of the office, as needed.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience Requirements:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Conducts policy, regulatory or strategic analysis on ocean or energy and provides recommendations to improve or implement processes and/or policies.
2. Drafts briefing papers, reports, or other communication pieces on ocean or energy topics for decision making by senior and/or executive-level leadership.
3. Coordinates major external outreach with and represents the organization in meetings with external parties.
4. Collaborates with other technical experts outside of the immediate business unit to manage complex projects.
