This position is organizationally aligned under Medicine Service and the incumbent reports directly to the Supervisory Program Analyst of Medicine Service. The incumbent will be responsible for providing OIT infrastructure and programming support. This position provides a variety of services essential to the effective performance of installed computer systems and databases. The incumbent serves as a primary interface between clinicians and the computer systems/support personnel.

Duties

Duties include: Identifies and determines the nature and potential sources of OIT problems. Evaluates test data and customers' needs for information and assistance. Ensures that operative computer systems facilitate accurate and complete documentation of patient care. Trains and orients staff to service computer systems. Monitors delinquencies within services and takes appropriate actions according to policy. Provides instruction in MS Office formatting, spreadsheets, graphs, presentations. Develops guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs. Provides guidance to operating programs in establishing their internal training programs. Serves as a contracting office representative for the service and administers contracts. Leads evaluations of the output of information system components to ensure that resource allocation objectives are being met. Communicates orally and in writing, detailed technical information in a clear, logical, and concise manner. Distributes information to the services on upcoming courses and provides registration forms, and any paperwork needed. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8:00am-4:30pm, subject to change based on the needs of the facility. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience for the GS-09: Communicate orally and in writing, detailed technical information in a clear, logical, and concise manner. Experience using analytical data to identify and track trends, and present analytical findings to a wide range of individuals, in the form of email, presentation and meeting participation. Experience in Vista (Veterans Health Information Systems and Technology Architecture) and its interface with CPRS (Computerized Patient Record System). OR Education: Substitution of a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required). OR Combination of Specialized Experience and Education: Combination of specialized experience as described above, and graduate education as described above which totals beyond the first year (transcripts required). For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. Provide advice and guidance to technical, professional, and clerical staff on computer related problems concerning data input. Experience in completing data collection, data analytics, creation and maintenance of databases, and related experience using that information to format data into presentation. OR Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required). OR Combination of Specialized Experience and Education: Combination of successfully completed graduate level education (in excess of the first two graduate year or 36 semester hours) and specialized experience to meet the total experience requirement (transcript required). Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee. Duties may require lifting and carrying computer equipment such as monitors and printers. The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. May require travel to other office locations within the Central Arkansas Veterans Healthcare System and the academic affiliates.
