The Indian Resources Section litigates on behalf of federal agencies when they are protecting the rights and resources of federally recognized Indian Tribes and their members. This includes defending against challenges to statutes and agency action designed to protect tribal interests and affirmative actions to protect tribal rights and natural resources. The rights at issue include water rights, the ability to acquire reservation land, hunting and fishing rights, and other natural resources.

The Chief, Indian Resources Section performs the following duties:

Requirements

  • You must complete a background investigation to include pre-employment drug testing.
  • You must have a Juris Doctorate degree from a law school accredited by the American Bar Association and be a member in good standing of the bar of a state or territory of the US, the District of Columbia or the Commonwealth of Puerto Rico.
  • You will be required to complete a Financial Disclosure Report, SF-278 before entrance-on-duty and will be required to provide this information annually thereafter.
  • You must provide a narrative statement that addresses the Executive Core Qualifications and Mandatory Technical Qualifications, in addition to your resume.
  • You must be a U.S. citizen or national to be eligible for this position.
  • Veteran's preference is not applicable to the Senior Executive Service.
  • Only experience obtained by the closing date of this announcement will be considered. You must meet all minimum qualifications to be considered eligible.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. To meet the minimum qualification requirements for this position, you must address the five Executive Core Qualifications (ECQs) and three Mandatory Technical Qualifications (MTQs) separately. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Section Chief. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess. YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be addressed separately, not to exceed two pages per MTQ. MTQ 1 - Demonstrated experience managing litigation related to protecting tribal water rights, protecting treaty hunting and fishing rights, remedying trespasses on tribal lands, and establishing reservation boundaries and rights to land. MTQ 2 - Demonstrated experience as a technical authority and expert advisor in federal statutes and programs that benefit Indians and Tribes to develop and implement policy initiatives and direction. MTQ 3- Demonstrated ability to handle complex, challenging legal matters, both in litigation and in negotiation. IN ADDITION, YOU MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs), NOT TO EXCEED TEN PAGES. Please provide a separate response to each ECQ. ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
