You will serve as a MANAGEMENT & PROGRAM ANALYST in the Navy Criminal Investigative Service of NCIS.
Duties
You will review and evaluates completed staff actions for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
You will analyze work processes, and evaluates program operations; identifies problems, inefficiencies, and potential improvements; and develops options/recommendations for solutions.
You will identify problem areas within the administrative processes, makes recommendations, and assesses and revises policies and procedures to resolve issues and find ways to improve quality, timeliness and efficiency of administrative work.
You will compile data, identifies facts (including shortcomings and opportunities for improvement), ascertains correlations and performs a range of qualitative and quantitative analyses to draw conclusions and devise solutions to issues encountered.
You will provide advice to management and program personnel on budgetary and financial issues which impact significant and critical programs.

Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem.
Experience in identifying, compiling, extracting, interpreting, integrating, evaluating and applying information from an array of applicable sources.
Experience in solving administrative and management/program analysis challenges.
Experience preparing administrative/program guidance, reports, letters, memos and forms.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience operating a computer and modern office suite software to communicate, word process, record, calculate, and prepare presentations.
Experience in providing information technology solutions to management.
Experience using project management software and enterprise systems for a variety of management and program analysis purposes.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR GS-09: SUCCESSFUL completion of a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.
FOR GS-07: SUCCESSFUL completion of one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement OR you have a combination of education and experience that equates to one year of experience.
