Duties
This Program Analyst position is located Direct Reports (DR), Strategy, Policy & Innovation (SPI), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Evaluates the effectiveness of complex program operations in meeting goals and objectives and recommends strategies to improve implementation and evaluation of programs.
Coordinating interdepartmental and interagency policy matters
Reviews laws, regulations, and polices to assess, evaluate, and advise on sustainable practices for assigned programs(s). and/or projects. Gives guidance on interpretation and implementation of new or revised legislation, policies, regulations and procedures.
Manages planning, budgeting, execution, control, and evaluation activities for a variety of programs in terms of major funding
Directs and develops plans for project teams or other groups working on or producing projects and studies. Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies.
As subject matter expert, participates in discussions, meetings, conferences and conference calls with administrative and technical personnel, other subject matter experts, and other agency officials.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Evaluating policies, procedures or implementation guidance for assigned program(s); and
Using a wide range of qualitative and quantitative assessment methods for evaluation and improvement of critical programs; and
Reviewing new or proposed policy changes to determine process, program and organizational impacts; and
Collecting, analyzing and preparing factual information, project papers, briefings and staff reports to senior management. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Leading interagency policy formation, coordination and implementation planning efforts, including demonstrated experience working directly with U.S. government departments and agencies on complex interagency matters; and
Defining and developing policies and procedures to ensure policies are in alignment with overall goals; and
Facilitating process improvement activities, gathers and presents information to management; and
Compiling, analyzes, and evaluating a variety of resource data in order to prepare reports, charts/graphs, status updates, or analysis in support of organizational goals and objectives.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
