This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations (CG-DCO), Assistant Commandant for Prevention Policy (CG-5P), Marine Transportation System Directorate (CG-5PW), Office of Navigation Systems (CG-NAV), Marine Spatial Planning VTS and Navigation Regulations Division (CG-NAV-2).    

Duties

As a Marine Transportation Specialist within the Marine Spatial Planning and Navigation Regulations Division, you will serve as the Marine Planning and Waterways Management Project Officer which includes a wide range of responsibilities and authority on various Ships Routing Measures (SRM) projects and the development of international and domestic agreements and regulatory projects.  You will also be responsible for the formation of SRM, marine planning and waterways management policy used in development of joint international and domestic agreements.

  • A one year probationary period maybe required.
  • Must possess and maintain a valid state driver's license.

Qualifications

To qualify for the GS-13 level, applicants should have at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Specialized experience includes the following: Applicant MUST MEET All 3 conditions below.  Resume must demonstrate that you have met the specialized experience.  Drafting and/or developing and implementing transportation/maritime management program policies, procedures, and/or navigation regulations; AND Researching and developing changes to agency policies, procedures, and regulations related to marine transportation; AND Providing technical guidance or serving as a technical expert on matters involving marine spatial planning and navigation safety.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
